Job Summary
This position is located in the DC Department of Public Works (DPW), Solid Waste Management Administration (SWMA). The Department of Public Works (DPW) provides municipal services in two distinct program areas: environmental services/solid waste management and parking enforcement. Both contribute to making District streets and public spaces clean, safe, attractive and accessible. DPW''s Solid Waste Management Administration performs a number of daily operations including trash and recycling collection, sanitation education and enforcement, graffiti removal, public litter can service, fall leaf collection, and street and alley cleaning.
The incumbent is responsible for providing budget, accounting, financial analysis, and auditing support related to the SWMA's operating and programmatic functions and providing leadership, programmatic oversight, direction, and supervision to subordinate staff.
Duties and Responsibilities
Incumbent is responsible for planning, operating, developing, and supervising the budget and financial management programs for the Solid Waste Management Administration (SWMA). The incumbent serves as a key member of the Administrator's management and advisory staff and participates in recommending and formulating policies and strategies related to budgeting and program management. The incumbent serves as the primary expert on issues related to resources and budget activities. Develops new concepts, methods, and techniques for program guidance, program evaluation, and resource allocation related to the agency's facilities, financial operations, and records management processes and procedures. Participates in the development of financial policy and controls, utilizing accounting and fund control systems to maintain proper financial balance and ensure that management obtains maximum benefit from financial resources.
Monitors and controls departmental activities and programs through direct oversight of funds allocated for personnel, equipment, materials, training, and other needs. Develop controls to ensure the effective use of funds within budget constraints and to prevent overspending. Identifies problem areas and recommends corrective actions as needed. Develops and revises financial and fiscal policies, plans, procedures, goals, and systems required by the department. Determines necessary modifications to budget and accounting systems and operations to improve internal controls for data collection, assimilation, and distribution. Maintains routine periodic contact with managers and, when necessary, traces problem areas to their originating sources. Discusses special fiscal control needs and issues directly with management officials.
Qualifications and Education
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

The work is performed in a typical office setting which is adequately lighted, heated, and ventilated.

Duration of Appointment: MSS At-Will. Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, and background investigations, as applicable.
Essential Designation: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.
Residency Requirement Statement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
