BRIEF JOB DESCRIPTION: The Maine Office of Community Affairs (MOCA) is seeking an experienced and collaborative professional to serve as a Technical Codes Coordinator supporting the Division of Building Codes and Standards' (DBCS) Building Codes Program, Manufactured Housing Program, and related community assistance initiatives.

This position provides statewide technical expertise in the analysis, interpretation, development, and implementation of construction codes and related regulations administered by the Division of Building Codes and Standards (DBCS). The position provides technical assistance and authoritative subject matter expertise to municipal officials, code enforcement professionals, design professionals, contractors, state agencies, boards, legislative committees, and members of the public.

The successful candidate will research and analyze complex code and regulatory issues; support the development, adoption, amendment, and implementation of construction codes and standards; develop and present technical guidance and educational materials for code requirements and adjacent regulatory provisions. The position will assist in identifying and resolving conflicts between codes, standards, statutes, and rules and may contribute technical analysis to policy, rulemaking, and code development initiatives.

The position requires extensive collaboration with municipal officials, state agencies, professional organizations, technical advisory groups, legislative committees, and industry stakeholders. The incumbent may be called upon to provide technical analysis and expert testimony before legislative committees, state boards, and other public bodies to represent DBCS on matters involving construction codes and standards.

Primary Responsibilities will include:
  • Respond to technical questions from municipal officials, code enforcement officers, local plumbing inspectors, contractors, design professionals, property owners, and the public.
  • Provide nonbinding technical assistance and informal interpretations regarding adopted building, energy, life safety, plumbing, wastewater, and related codes and standards.
  • Provide technical expertise for the development and distribution of technical assistance materials, training resources, and educational publications.
  • Provide technical expertise for code adoption, rulemaking, and policy development initiatives.
  • Develop and deliver training programs related to building codes, energy codes, land use requirements, plumbing regulations, wastewater regulations, and industrialized construction.
  • Coordinate projects related to building codes, land use regulations, industrialized construction, manufactured housing, and municipal code enforcement initiative.
  • Establish and maintain productive working relationships with public officials, industry professionals, and community stakeholders.
  • Coordinate with the organizations and stakeholders in the development, implementation, and continuous improvement of Code Enforcement Certification curriculum.
  • Facilitate discussions and resolve conflicts involving diverse groups with varying interests and perspectives.

MINIMUM QUALIFICATIONS: Requires background combination of education and/or experience demonstrating technical expertise in natural resource program management or position specific expertise.

Preferred skills include the following:
  • Knowledge of basic building and building code concepts, municipal code enforcement practice
