This role contributes to community health, regulatory compliance, and long-term waste reduction strategies by coordinating residential and multifamily services, assisting with hazardous waste programs, supporting customer outreach, and ensuring accurate data collection and reporting. ESSENTIAL FUNCTIONS The following list highlights the main responsibilities of this position. While it covers the core tasks, it may not include every duty that could be assigned. Coordinates implementation of the Municipal Solid Waste Comprehensive Plan, supporting residential curbside service, multifamily recycling, and zero-waste initiatives. Works with Utility Billing and contracted service providers to manage service changes, customer billing issues, and operational adjustments. Responds to inquiries and complaints regarding waste and recycling services; conducts field verifications for service assessments. Coordinates solid waste service requests for internal departments, including support for City clean-ups and special events. Conducts waste audits for residential and multifamily programs to evaluate performance and support program improvements. Maintains records and assists with coordination of household hazardous waste events, including required reporting to TCEQ and partner agencies. Participates in community outreach efforts and coordinates volunteers and interns. Conducts billing audits for residential and multifamily accounts. Assists with developing long- and short-range plans, goals, and program strategies; evaluates industry trends and incorporates new outreach methods. Provides administrative and clerical support, including preparing correspondence, reports, presentations, and documentation. Prepares and researches departmental grant applications, conducts special projects, and maintains office supply inventories. Assists with natural disaster debris management and coordinates volunteer activities as assigned. MINIMUM REQUIREMENTS & PREFERRED QUALIFICATIONS MINIMUM REQUIREMENTS Bachelor's degree in Geography or a related field, or an equivalent combination of education and related experience (up to two years may substitute on a year-for-year basis). Proficiency in Microsoft Office Suite. Valid Texas driver's license with an acceptable driving record. Hazardous Waste Operations and Emergency Response (HAZWOPER) certification required within 6 weeks from date of hire. PREFERRED QUALIFICATIONS Experience with ArcGIS. Experience in municipal solid waste, recycling, or environmental program coordination. Knowledge of waste auditing methods, TCEQ requirements, and best practices for public outreach. Experience in monitoring service contracts or working with contracted service providers. COMPETENCIES AND ENVIRONMENT KNOWLEDGE, SKILLS, AND ABILITIES Ability to prepare clear and effective correspondence, reports, presentations, and program documentation. Strong communication and interpersonal skills to build and maintain positive working relationships with City departments, residents, contractors, and outside agencies. Skill in applying regulations and standards to operational processes and in using software and data tools to support program activities. Strong organizational skills with the ability to coordinate activities, manage multiple tasks, and support project planning. PHYSICAL DEMANDS This position requires the ability to lift up to 50 pounds occasionally. Work involves constant vision; frequent sitting, handling, fine dexterity, hearing, and talking; and occasional standing, walking, lifting, carrying, pushing/pulling, reaching, bending, twisting, climbing, balancing, and use of foot controls. Kneeling may occur rarely. WORK ENVIRONMENT Work is performed in both office and field environments. Duties may involve occasional exposure to extreme weather conditions and hazardous chemicals. Personal protective equipment, including steel-toed boots, may be required. This position is safety-sensitive.
