Description
The Revenue and Budget Accountant is responsible for managing cost reimbursement billing, grant and contract revenue accounting, and budget development and submission activities, with a primary focus on contracts and funding agreements with county and other governmental agencies. This position ensures accurate and timely preparation of reimbursement invoices, compliance with funding requirements, budget monitoring, financial reporting, and coordination with program managers and external funding partners.
The Revenue and Budget Accountant serves as a key liaison between Finance, program staff, and funding agencies to maximize reimbursement revenues, maintain compliance with contract requirements, and support organizational budgeting and forecasting processes.
Essential Duties and Responsibilities
Revenue and Cost Reimbursement Management
- Prepare, review, and submit monthly cost reimbursement invoices to multiple funders.
- Compile and reconcile supporting financial documentation required for reimbursement requests.
- Monitor contract spending and eligible expenditures to maximize revenue recovery.
- Ensure invoiced amounts agree with accounting records, grant budgets, and funding requirements.
- Investigate and resolve discrepancies related to contract billing, reimbursements, and payments.
- Track accounts receivable balances related to grants and contracts and follow up on outstanding reimbursements.
- Maintain organized billing and contract files to support audits, monitoring reviews, and compliance requirements.
- Prepare revenue accruals and assist with month-end and year-end closing activities.
Budget Development and Management
- Develop, prepare, and submit annual and amendment budgets to funders.
- Collaborate with program managers to develop realistic program budgets and financial projections.
- Monitor budget-to-actual performance and identify variances requiring corrective action.
- Prepare budget modification requests and supporting schedules.
- Maintain budget documentation and ensure alignment with grant and contract requirements.
- Assist with agency-wide annual budgeting and forecasting processes.
Financial Reporting and Compliance
Prepare financial reports required by contracts, grants, and funding agreements.
Ensure compliance with federal, state, local, and funder-specific regulations and reporting requirements.
Assist with annual audits, grant audits, and fiscal monitoring reviews.
Review contract terms and funding requirements to ensure financial compliance.
Maintain knowledge of governmental funding regulations and accounting standards applicable to nonprofit and public sector funding.
Collaboration and Support
Serve as a financial resource to program managers regarding allowable costs, budget performance, and contract requirements.
Provide financial analysis and recommendations to support program and organizational decision-making.
Participate in process improvement initiatives to enhance billing, reporting, and budget management efficiency.
Assist with audit preparation including providing schedules and documentation

Qualifications
- Bachelor's degree in Accounting, Finance, Business Administration, or related field preferred.
- Progressive experience directly related to the job duties may be substituted for education.
- Experience preparing cost reimbursement invoices and managing government contracts strongly preferred.
- Experience working with state, federal, or other governmental funding agencies preferred.
- Experience with budget development, financial reporting, and grant compliance.
- Knowledge of grant accounting and cost reimbursement methodologies.
- Ability to interpret funding agreements, budgets, and contract requirements.
- Advanced proficiency in Microsoft Excel and Microsoft products.
- Experience with accounting and financial management systems.
- Strong analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to manage multiple deadlines and prioritize workload effectively.
- High level of attention to detail and accuracy.
