Job Description

The Iowa Department of Revenue's Alcohol & Tax Compliance Division is seeking a Revenue Service Specialist 2 to join the Alcohol Licensing team. The Compliance Division oversees all facets of tax processing, issuances of business permits, and alcohol regulation throughout the state. From the receipt of individual and business tax returns and payments, audits and collections, to routine compliance inspections and regulatory verification of alcohol-licensed establishments, this division is tasked with upholding, enforcing and educating taxpayers and licensees on Iowa's laws and regulations.

In this position you will:

  • Process business license applications for accounts and issues licenses, certificates, and permits following department procedures. Handle confidential information, and make decisions based on strong understanding of license requirements and agency systems
  • Develop advanced knowledge and skills to interpret Iowa Code and Rules applicable to Iowa Alcohol laws
  • Conduct process reviews for training opportunities and production corrections. Participate in team efforts to review, test and evaluate procedures, offer recommendations for improving procedures that ensure quality customer service
  • Develop data and assemble background information for statewide alcohol licensing planning; coordinate, review, and provide assistance to local authorities and other organizations that have a need for alcohol licensing information
  • Provide subject matter expertise to local authorities and licensees on the state law, policy, and specific issues related to the complex process of alcohol licensing within the state. Coordinate in collaboration with the various departments within the Iowa Department of Revenue, local authorities and insurance carriers. Present and attend meetings and conferences on behalf of the alcohol licensing department
  • Determine the level of technical or system assistance needed and take appropriate steps to resolve issues such as login assistance, password resets, and relaying more complex issues to the Revenue Services Specialist 3

Preference will be given to candidates with the following:

  • Experience with the principles and processes for providing excellent customer service for all business needs
  • Experience in the analysis and reporting of financial, tax and business information
  • Ability to make decisions based on practices and procedures
  • Experience in responding to inquiries and communication via phone, email, and in person

Job Specific Competencies:

  • Customer Service - principles and processes for providing customer services, including customer needs assessment, meeting quality standards for services, and evaluating customer satisfaction
  • Active Listening - Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times
  • Economics and Accounting - Economic and accounting principles and practices, the financial markets, banking, and the analysis and reporting of financial data
  • Clerical Procedures - Word processing, managing files and records, designing forms, and other office procedures and terminology

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in any field.

2) A total of four years of education and/or full-time experience where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience in tax, accounting, bookkeeping, auditing, insurance, analysis of financial or business forms and data, or answering technical or tax-related questions.

3) Current, continuous experience in the state executive branch that includes two years of full-time work in tax, accounting, bookkeeping, auditing, insurance, analysis of financial or business forms and data, or answering technical or tax-related questions.

4) Current, continuous experience in the state executive branch that includes one year of full-time work as a Revenue Service Specialist 1 or Revenue Examiner 1.
