Outsourced Chief Investment Officer (OCIO) Services

The College of Menominee Nation (CMN) is a wholly owned and operated sovereign tribal college of the Menominee Indian Tribe of Wisconsin, a federally recognized sovereign Indian tribe (the "Tribe"). CMN seeks proposals from qualified firms to serve as its Outsourced Chief Investment Officer (OCIO). CMN is seeking a long-term strategic investment partner that will assume discretionary responsibility for implementing the Colleges investment program while supporting the Board of Directors in fulfilling its fiduciary responsibilities.

The deadline to submit proposals is: 1:00 p.m. Central Time on Friday, November 13, 2026

Proposals received after this deadline will be rejected and will not be opened or considered for award. Proposals may be submitted by email, mail, or in person as provided in Section 1. Facsimile submissions will not be accepted. All proposals submitted shall become property of the College of Menominee Nation and part of the Colleges official procurement record, subject to applicable confidentiality and records requirements.

Major items of Work:

The project consists of discretionary investment management and advisory services implemented through an Outsourced Chief Investment Officer (OCIO) model for the College's investable assets. CMN's current portfolio of approximately $18 million is a mix of investment pools, asset allocations, with different restrictions. See full PDF here
