We're recruiting to fill an Agency Procurement & Program Administrator role on the Finance & Contracts team within the Office of Behavioral Health (OBH). This position is responsible for the overall coordination of requests for proposals (RFP's), including assisting Program staff with drafting and development of RFPs to include the completion of all required language and documentation. This position works closely with leadership, program managers, finance, and contract management on all RFP related procurement activities. The ideal candidate would have experience in the areas noted above and one that is a motivated team player who works well independently and collaborates effectively with others to achieve success.

This is a full-time position located in Augusta, Maine and allows for partial telework with management approval.

Core Responsibilities:

The Agency Procurement & Program Administrator position is an integral part of the Finance & Contracts team at OBH, working closely with program managers to procure behavioral health services, construct contracts, and monitor contract performance. OBH administers roughly 300 provider contracts annually and this essential position assists in the financial planning, monitoring, and evaluation of substance use disorder and mental health programs and services and collaborates across OBH, the Department of Health and Human Services (DHHS), and other State Agencies to ensure successful implementation of services. The position coordinates RFP's for the OBH, administers and analyzes the performance of OBH contracts by working with program managers, finance staff, and assists program with allocation decisions.

Minimum Qualifications:

A successful candidate will:
  • Have advanced education, training, and/or experience in contract administration, accounting, procurement, project management, financial management, or another related field
  • Have demonstrated experience coordinating multifaceted projects.

Preferences will be given to candidates that demonstrate expertise in the following competencies:
  • Exceptional written communication and technical writing skills, preferably related to contracts and/or RFP's.
  • Ability to interpret and present large amounts of data in a clear, accurate, and concise way.
  • Ability to understand budgets and use financial data to tell a story.
