The Department of Transportation and Public Facilities (DOT&PF), Northern Region Design and Engineering Services, is looking for a Right-of Way Assistant / Right-of-Way Agent 1/2 flex to help us Keep Alaska Moving!
Base Salary Information:
Right-of-Way Assistant: $24.87 / Hourly (OT Eligible)
Right-of-Way Agent 1: $28.28 / Hourly (OT Eligible)
Right-of-Way Agent 2: $32.49 / Hourly (OT Eligible)
What you will be doing:
As a Right-of-Way Assistant/Right-of-Way Agent 1/2, you will support the management and protection of the States highway right-of-way by assisting with permit processing, field inspections, property research, and administrative activities that support the Right-of-Way team. Under the direction of the Property Management Supervisor, this position participates in a wide variety of Right-of-Way (ROW) duties supporting the ROW Property Management Program. The majority of duties are property management related, with additional responsibilities providing ROW-specific administrative support for the entire ROW team.

Property Management works to keep the highway right of ways clear of unpermitted encroachments in order to preserve the integrity of the State's federally funded highway system. Employees in Property Management research property ownership, monitor highway use, negotiate the removal of unpermitted encroachments, and permit allowable activities in department managed right of ways. Right of Way Agents manage/obtain material sources and help ensure fair market value determinations are made. The work requires good verbal and written communication skills as well as conflict resolution skills.

The working environment you can expect:
The position's day-to-day activities would take place in the McKinley Building, a temperature-controlled office building located off of Peger Road in Fairbanks, Alaska. There would be occasional trips into the field, that may include rural/remote locations where work conditions vary. The Fairbanks North Star Borough has a population of approximately 100,000. The area is well known for outdoor activities such as dog mushing, cross-country skiing, snowmachining, boating, hiking, hunting, fishing, and watching the northern lights

Technical experience assisting with property management or the preparation of legal descriptions of land, real property appraisals, title searching and abstracting, or surveying for any of the following: drafting land use permits or agreements, plats, engineering plans, landscape plans, maps, or similar diagrams.

Any experience that provides the applicant with competencies in:

Professional experience as an agent for public, personal, or commercial real property transactions, or in surveying or engineering in any of the following: searching, analyzing, and evaluating real property titles; preparing legal land descriptions; appraising real property; acquiring, managing, or disposing of public, personal, or commercial real estate; providing relocation assistance to displaced persons; or drafting of land use permits or agreements.
"Professional experience" means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the professions principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to ones own judgment.

FLEXIBLY STAFFED
This position is flexibly staffed. It may be filled at the Right-of-Way Agent 1 or 2 level, depending on the applicants training and/or experience. The full range of salaries is listed above. Starting salary will be determined by the level the position is hired at. If filled at a lower level, promotion to the higher level will occur upon successful completion of the probationary period and required training, as well as the applicant meeting the minimum qualifications of the higher job class.
