Purpose & Job Related Requirements

REPORTS TO: Grounds Supervisor

FLSA STATUS: Non-Exempt

CLASSIFICATION: Personnel System - Requires satisfactory completion of a six month probationary period.

PAY GRADE: 113

SAFETY SENSITIVE: CDL - Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance.

Purpose of Job

The purpose of this job is to supervise and perform a wide range of duties in developing and servicing the outdoor environment at Athens-Clarke County Government parks, buildings, and rights-of-way. Duties and responsibilities include, but are not limited to, coordinating and accomplishing the objectives involved in landscape development and maintenance, assessing security and safety, as well as performing additional tasks as assigned.

Job Related Requirements

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACCs safe driving policy.

Emergency Position

This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.

Minimum Training & Experience Required to Perform Essential Job Functions

High school diploma or equivalent with two years of landscape maintenance or construction experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Supervisory experience is preferred.

Must have a valid drivers license and have the ability to obtain a valid Georgia Commercial Drivers License within six (6) months of date of hire.

Criminal background must indicate eligibility for the supervision of inmates.

Must obtain security training for the supervision of inmate workers as set forth by the Georgia Department of Corrections Standard Operating Procedures within six months of date of hire or first available opportunity.

Must possess or be able to obtain First Aid and CPR Certification within one year of date of hire.

Must possess or be able to obtain Flagging Certification within six (6) months of date of hire.

Essential Duties, Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises Landscape Grounds Workers, community service workers, volunteers, students, and inmates (who must be supervised according to Department of Corrections regulations).

Trains and evaluates assigned staff, handling all employee concerns, directing work assignments and daily work activities, counseling and disciplining employees when necessary, and completing employee performance appraisals.

Prepares daily work reports, equipment service requests, and pesticide application reports for department records.

Operates and maintains heavy equipment.

Operates and maintains a variety of landscape equipment.

Installs trees, shrubbery, flowers, grasses, and other plantings from general instructions or landscape plans.

Implements fertilizer and pesticide programs, including sending soil and plant samples for analysis, interpreting analysis results, implementing applications, and maintaining related records.

Maintains an adequate inventory of the materials and supplies needed for grounds maintenance projects.

Maintains mowed areas as required for specific uses such as lawns, roadsides, ball fields, wildlife management areas, and meadows.

Provides needed maintenance to ornamental shrub, seasonal flower or other landscape plantings including fertilizing, weeding, watering, spraying, mulching, pruning and/or removing limbs, trees and stumps.

Performs soil preparation including cultivation, amendment and finish grade.

Constructs, installs, operates and repairs retaining walls, irrigation and drainage systems, walkways, and trails.

Performs routine and special event litter collection.

Installs Christmas lights and other seasonal banners, ornaments, and crowd control barricades.

Performs other related duties as required.

When Assigned to Littler Control

The following duties, knowledge, skills, and abilities are in addition to those previously identified as essential above. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises inmates, directs work assignments, inspects assigned tasks, and assesses security and safety.

Trains inmates in methods of litter pick-up and disposal.

Inspects assigned tasks and assesses security and safety.

Operates dump truck to haul materials to and from work sites.

Performs routine maintenance on vehicle, which includes lubricating and checking air, oil, water, and other fluids.

Assists maintenance and other crews as needed.

Operates and maintains dump trucks, chipper trucks, pole saws, weed eater, bush-ax, sling blade, shovels, chainsaws, flatbed truck, mowers, mechanics tools, and power tools to clear grass, leaves, and tree limbs from right-of-ways.

Ensures that all needed material is on hand. May pick up supplies and materials from local vendors.

Knowledge, Skills and Abilities

Knowledge of the principles, practices and procedures of the Landscape Management Division of the Central Services Department.

Knowledge of landscape, horticulture, irrigation systems, Department of Corrections regulations, defensive driving techniques, soil analysis, heavy grounds maintenance equipment, and supervisory practices, policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the position.

Knowledge and proficiency interpreting landscape construction drawings, street maps, horticultural information, invoices, daily work reports, equipment service requests, equipment maintenance manuals, and other related charts, records, and reports.

Knowledge and proficiency in the use of soil preparation tools, pruning tools, sprayers, spreaders, construction tools, irrigation tools, landscape supplies, and safety equipment.

Skill in using tractors, backhoes, loaders, dump trucks, utility trucks, mowers, power tools, bucket trucks, and a variety of landscape maintenance tools and supplies.

Skill in performing landscape maintenance tasks and in the operation and use of squad trucks, dump trucks, chipper trucks, pole saws, weed eater, bush-ax, sling blade, shovels, chainsaws, flatbed truck, mowers, mechanics tools, etc.

Ability to apply policies, procedures, plans and activities and to monitor the performance of subordinates against measured established goals.

Ability to implement operations and staff plans and objectives for the expedience and effectiveness of the specific duties of the position.

Ability to keep abreast of any changes in policy, methods, operations, and equipment needs as they pertain to departmental operations and activities.

Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the department.

Ability to assemble information and make written reports and documents in a concise, clear and effective manner.

Ability to demonstrate good management and human relation skills.

Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards and resolving problems.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment such as tractors, backhoes, front-end loaders, fork lifts, various trucks, mowers, tillers, power tools, pruning tools, sprayers and spreaders, construction tools, irrigation tools, and other equipment and supplies needed for grounds keeping and landscape maintenance. Must be able to use body members to work, move or carry objects or materials.
