Oxford Solutions is working with a client seeking a Right of Way Plan Specialist to support transportation, utility, and infrastructure projects. This opportunity is ideal for a detail-oriented professional with experience preparing PennDOT right-of-way plans, easement exhibits, parcel maps, and related property documentation.
The Right of Way Plan Specialist will collaborate with surveyors, engineers, and project managers to develop accurate, compliant mapping deliverables while managing multiple project schedules and deadlines.
Responsibilities
- Prepare right-of-way plans for PennDOT, municipal, and other public agency projects.
- Develop easement plans, acquisition exhibits, parcel maps, and property-related plan sets.
- Interpret survey data, roadway plans, utility plans, and engineering drawings.
- Research deeds, plats, titles, and public property records to verify ownership and boundary information.
- Draft existing and proposed property boundaries, easements, and rights-of-way.
- Prepare supporting documentation for property acquisitions and easement agreements.
- Coordinate project information with surveyors, engineers, project managers, utility representatives, and other stakeholders.
- Review plans for accuracy, completeness, and compliance with applicable agency and project standards.
- Maintain organized project records while balancing multiple assignments, budgets, and deadlines.
Qualifications
- Associate degree in CAD, drafting, surveying, civil engineering technology, or a related field; bachelor’s degree in civil engineering is also acceptable.
- At least 2 years of experience preparing right-of-way plans, property plans, or related transportation deliverables.
- Experience with PennDOT right-of-way plan requirements is strongly preferred.
- Working knowledge of land surveying principles, property boundaries, deeds, easements, and legal descriptions.
- Ability to interpret survey plans, roadway drawings, utility plans, and engineering documents.
- Strong organizational, communication, and problem-solving skills.
- High level of accuracy and attention to detail.
