    Right-of-Way (R/W) Plan Specialist

    Position Summary

    Our Client is seeking a detail-oriented Right-of-Way (R/W) Plan Specialist to join our growing Survey and Transportation team. As one of Pennsylvania's premier woman-owned engineering and geospatial consulting firms, MBE provides surveying, transportation, utility, and infrastructure services throughout Pennsylvania and the surrounding region.

    This position is ideal for a motivated professional with experience preparing PennDOT Right-of-Way plans, easement exhibits, and property mapping deliverables. The successful candidate will work closely with surveyors, engineers, and project managers to support transportation and utility infrastructure projects while ensuring the highest level of quality and accuracy.

    Essential Responsibilities

    • Prepare PennDOT, municipal, and agency Right-of-Way (R/W) plans.
    • Develop easement plans, legal exhibits, acquisition plans, and parcel mapping.
    • Interpret survey data, roadway plans, utility plans, and engineering drawings.
    • Perform deed, plat, title, and courthouse research to determine property ownership and boundary information.
    • Draft existing and proposed property boundaries, easements, and rights-of-way.
    • Prepare parcel maps, acquisition exhibits, and supporting documentation.
    • Assist in the preparation of legal descriptions for easements and property acquisitions.
    • Coordinate with surveyors, engineers, project managers, utility owners, and clients throughout project development.
    • Perform quality control reviews to ensure compliance with PennDOT and client standards.
    • Maintain organized project files while managing multiple projects, schedules, and deadlines.

    Required Qualifications

    • Associate's Degree or technical training in Surveying, Civil Engineering Technology, CAD, or a related field preferred.
    • 2+ years of experience preparing Right-of-Way plans or related transportation deliverables.
    • Strong understanding of land surveying principles, property boundaries, deeds, easements, and legal descriptions.
    • Experience interpreting survey, roadway, and engineering plans.
    • Excellent organizational skills with exceptional attention to detail.
    • Ability to manage multiple projects while meeting budgets and schedules.
    • Strong written and verbal communication skills and the ability to work collaboratively in a team environment.

    Preferred Qualifications

    • Experience preparing PennDOT Right-of-Way Plans.
    • Experience supporting PennDOT, the Pennsylvania Turnpike Commission (PTC), municipalities, or other transportation agencies.
    • Experience with transportation, highway, bridge, utility, or infrastructure projects.
    • Familiarity with deed research, courthouse records, title review, and property ownership analysis.
    • Knowledge of PennDOT Right-of-Way Manual requirements and Digital Delivery standards.
    • Experience preparing legal descriptions, easement exhibits, and acquisition documents.
