Job Summary
About the position
Mohave County is seeking a Risk Management Analyst to support County-wide workplace safety, OSHA compliance, transportation safety, and loss prevention initiatives. This position serves as a safety resource to County departments by conducting safety inspections, identifying hazards, performing risk assessments, and supporting compliance with applicable OSHA and regulatory requirements.
The ideal candidate is:
A proactive safety professional with experience in occupational safety, OSHA compliance, accident investigation, transportation safety, safety inspections, and employee training.
Comfortable working independently in both office and field environments while effectively collaborating with employees, supervisors, and operational leadership to promote a safe and compliant workplace.
Salary Range: Range18/Steps 1-6 ($26.93 - $31.22)
- Work hours: Monday - Friday, 8:00 a.m. to 5:00 p.m.
- Frequent travel throughout Mohave County, including visits to remote work locations, active job sites, and field operations.
- Must pass pre-employment background screening.
- Must possess a valid drivers license for operation of motor vehicles at the start of employment and maintain said license while employed in this position.

Key responsibilities and expectations include:
The Risk Management Analyst will focus on field-based safety operations, supporting the Roads Department, fleet operations, CDL drivers, remote work environments, and other high-risk County operations. Responsibilities include conducting workplace accident and vehicle incident investigations, performing building and job site safety inspections, evaluating compliance with applicable OSHA standards and County safety policies, identifying workplace hazards, recommending corrective actions, and partnering with departments to strengthen safety practices and reduce injuries, property damage, and operational risks.
The position assists with OSHA compliance initiatives by conducting safety audits, documenting findings, monitoring corrective actions, maintaining required safety records, supporting regulatory reporting, and helping develop and deliver safety training programs. Responsibilities may also include responding to accident scenes, conducting investigations near roadways or active work sites, performing field safety assessments, and providing guidance to departments on safe work practices.
Work is performed in both office and field environments and may involve exposure to varying weather conditions, construction zones, roadways, heavy equipment, and other operational hazards. As operational needs dictate, the position may occasionally require evenings, weekends, holidays, or emergency response outside of normal business hours.
Essential Job Functions
- Prepares notice of meetings, agendas and minutes for various committees and boards.
- Reviews and evaluates program performance and develops methods and procedures for program improvement.
- Answers routine correspondence and develops and prepares required forms, reports, newsletter articles, or other documentation as requested.
- As required, performs a variety of clerical tasks including but not limited to scheduling appointments, answering phones, responding to or routing inquiries, and referring and directing employees/clients to appropriate agencies.

- Establishes and maintains cooperative working relationships with those contacted in the course of work, including functioning as a proactive team player and contributor.

As assigned to Compliance:
- Coordinates and participates in the development and implementation of County-Wide safety, environmental, security, loss control, and emergency preparedness programs including the conducting of safety, educational and training programs to include but not limited to New Employee Orientations, Defensive Driving, Hazard Communication GHS (Workers Right to Know), Bloodborne Pathogen, CPR/AED/First Aid, Flagger and Work Zone training, Substance Abuse, Active Shooter, Facility Emergency Action Plans, and Train-the-Trainer Safety Programs; the initiation of appropriate actions to resolve safety, environmental, security issues and concerns, investigate and interview employees when necessary to resolve conflicts, threats, thefts, and damage to county property; and the compilation, review and analysis of accident statistical data to determine patterns and corrective action needed.
- Coordinates, conducts and evaluates safety and environmental training programs and accident review board/investigative team and risk control committee meetings with County departmental personnel to assess, prevent, and reduce industrial and vehicular accidents, to assure fire safety and building evacuation procedures are understood, and to explain precautions to be taken when hazardous conditions are encountered; acts as safety advisor and resource person.
- Assures Occupational Safety and Health Administrations (OSHAs) requirement compliance to include but not limited to hazardous materials by maintaining files on products, conducting required training, and preparing and submitting mandated reports.
- Utilizes assistance available from local, State and Federal agencies, insurance carriers, the National Safety Council, Occupational Safety and Health Administration (OSHA), Arizona Department of Environmental Policy (ADEQ), Arizona Counties Insurance Pool, and consultants in matters pertaining to health and safety standards; maintains liaison with safety/loss prevention professionals in other agencies.
As assigned to Investigations and Security:
- Investigates accidents, POST accidents, environmental spills and issues, suspected criminal activity, reasonable suspicion reports and urinalysis results, threats, thefts, property damage, altercations and hostile situations, and security breaches to determine causes and recommend preventive measures to be taken to resolve and avoid recurrence; maintains records.
- Oversees facility security contractor and guards and monitors Administration Building security camera system.
- Attends Board of Supervisor meetings and arranges for appropriate security personnel for this and other public meetings.
- Periodically conducts security vulnerability assessments on County facilities; identifies gaps and recommends corrective actions.
- Conducts security and hostile situation/confrontation diffusing training for employees.
- As assigned performs and participates in legal research, analysis and concise reporting for various issues and cases that arise periodically.
Minimum Qualifications
- Bachelors Degree from an Accredited University
- Two (2) years of progressively responsible experience in the coordination and maintenance of industrial, vehicular safety, and loss prevention programs, including injury and accident investigation and analysis, driver safety education and training, work and facility hazard analysis, and OSHA compliance and reporting.
- Two (2) years of experience in teaching or training in a school or work environment.
- Familiarity with the basic concepts and procedures of at least one of the following: risk management, business insurance coverage, indemnification and liability, workplace safety, regulatory safety compliance, or facility security
- OR any equivalent combination of education, experience, and training may be considered in meeting the minimum qualifications.
Knowledge, Skills & Abilities
- Occupational hazards, policies, practices and objectives and modern techniques used in effective loss prevention, environmental, security and safety programs including but not limited to auditing environmental plans and programs, traffic safety, driver education, security orientation, surveillance, run-hide-fight active shooter training, cybersecurity procedures, proper disposal of chemicals and industrial injury and accident investigation.
- Published Safety standards and the provisions of the Federal Occupational Safety and Health Act and related State requirements.
- Computing literacy to include use of electronic spreadsheet and word processing applications.
- Modern office practices to include manual and computerized records retention and maintenance procedures.
- Research techniques and reports presentation.
- Legal research applicable to diverse topics.
- Basic statistical concepts and methods used in collecting and reporting data.
- Effectively utilizing computer systems and applications, mainframe and personal computers, in the performance of work assignments, such as electronic spreadsheets, word processing and graphics.
