Job Summary
Clark County is seeking a dedicated and experienced Road Operations Superintendent to oversee three to four operational crews within the Road Operations and Maintenance Division. The ideal candidate will possess strong leadership skills and a proven track record in problem-solving, enabling them to effectively guide teams in diverse work environments. Experience managing Union-represented staff is essential, ensuring compliance with collective bargaining agreements while fostering a collaborative and inclusive workplace. The successful leader will be well-versed in road operations practices, policies, and procedures, and will demonstrate a commitment to enhancing team performance and operational efficiency. This role is integral to maintaining the safety and functionality of Clark County''s roadways and promoting a culture of excellence within the division.
The Division includes the following crews, managed by four superintendents:
Rural & Urban Road Maintenance: Responsible for maintaining roads in both rural and urban settings. This includes tasks like pothole patching, vegetation removal, roadway debris removal, ditch and culvert maintenance and snow removal.
Street Signs & Pavement Markings: Install, maintain, and replace street signs, road markings (lines, arrows, etc.), and other traffic control devices.
Asphalt & Guardrails: Repair asphalt surfaces; repair, replace, maintain guardrails, and conduct other road surface maintenance.
Enclosed Drainage: Inspect and maintain enclosed drainage systems, including catch basins, storm drains, manholes, and other associated drainage infrastructure.
Water Quality: Maintain public water quality infrastructure, including cartridge vaults, water quality facilities include retention and detention ponds, bio-retention facilities and similar erosion control and sediment management.
Sweeper: Operate street sweepers to remove debris, prior to entering the stormwater system and maintain road cleanliness.
While the Superintendent position may have primary responsibility for specific crews (like Street Signs and Pavement Marking), they are expected to have a comprehensive understanding of the work performed by all crews within the division. The specific crews assigned to a Superintendent are not fixed and can be adjusted by the Division Manager based on operational needs and individual strengths. Superintendents must possess the knowledge and skills to effectively oversee all crews within the division, even if their primary focus is on a specific area. This flexibility in crew assignments allows for better resource allocation and ensures that the division can effectively respond to changing demands and priorities.
As a Superintendent, you will play a pivotal role in shaping our division's success by developing and managing program budgets, planning initiatives, and setting ambitious goals and objectives. You will take the lead in implementing innovative maintenance and operations functions while overseeing a dedicated team that includes crew chiefs, traffic control technicians, and highway maintenance specialists. Your leadership will be instrumental in hiring, promoting, and guiding staff, as well as interpreting and applying union contracts and county policies. Qualifications
Education and Experience:
Knowledge of: and skill in techniques and methods of maintenance and repair of roadways/bridges, drainage systems, medians and rights-of-way; traffic control signs and markings, maintenance needs analysis, planning and prioritization, including labor needs, supplies and equipment needs identification; maintenance equipment functions and capabilities; roadway design, construction and maintenance management; and skill in techniques of cost estimation, geotechnical engineering theory and practice as it relates to reaction of roadway materials to applied roads, effective management and supervisory principles and techniques developing and implementing cost effective work procedures, reading and interpreting blueprints, plans, maintenance manuals and labor agreements, resolving the full range of procedural, personnel and property owner problems, computer skills in conjunction with basic reports and records preparation.
Ability to: Manage operations and designated staff through the leadership of crew chiefs operating at remote locations, develop and maintain effective working relationships with community representatives, employees, managers, and officials from county and other governmental agencies, and the general public; operate a variety of maintenance related equipment including but not limited to light trucks, sedans, vans, etc..; establish and maintain accurate records, reports, and schedules; research and evaluate advances in highway maintenance.

It is general policy of the County that new employees should be hired at the lower steps of the applicable range and advance through the range at the normal progression.

Retirement Information
All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
