General Definition of Work

This is a part time position that will be a "virtual responder," using advanced technology to support officers on patrol and investigators in the field. Rather than operating like a traditional patrol detective, this role is based in the Real Time Crime Center (RTCC), concentrating on collecting and delivering real-time intelligence as situations develop. Work may be performed without regular supervision.

RTCC Police Part-Time Detective works second shift Monday-Friday and/or rotating shifts, including some weekends and holidays. Schedule may require the individual to be flexible for certain events.

Essential Functions/Duties

The following job functions are typical for a position of this nature. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each function satisfactorily. Other job functions and duties may be required as assigned. Percentages for each function are subject to fluctuations.

Monitors high-priority 911 calls and uses cameras, gunshot detection, drones and license plate readers (LPR) to provide responding officers with a "safe approach" and suspect descriptions.

30%Assists traditional detectives and patrol officers by conducting deep-dive background checks, tracking suspect vehicle movements through LPR history, and reviewing archived surveillance footage.

30%Documents significant incidents, produces analytical reports, and maintains logs of activities for investigative and legal purposes.

20%Query and analyze data from local, state, and federal law enforcement databases

Knowledge, Skills and Abilities

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of criminal investigations with primary experience conducting applicable investigative work.
  • Knowledge of investigative procedures, evidence collection methods, evidence preservation, and available forensic examination processes.
  • Ability to analyze complex information and communicate concise, actionable intelligence through police radio communications.
  • Ability to remain calm, prioritize effectively, and make sound decisions during high-stress and life-threatening emergency situations while monitoring multiple information systems.
  • Working knowledge of privacy laws, legal requirements, and court testimony procedures.
  • Certified as a Police Officer by the State of North Carolina.
  • Knowledge of sworn law enforcement duties, policies, procedures, and applicable cognitive skills necessary to perform essential job functions.
  • Ability to work primarily in an office environment with occasional field assignments.
  • Ability to perform work in adverse conditions and withstand exposure to weather conditions, crime scenes, accidents, emergencies, and disaster environments when operational needs require field response.
  • Ability to adapt to changing operational needs and perform related duties as assigned consistent with the responsibilities of the position.
  • Position duties and responsibilities may be modified by the City to meet operational needs and organizational requirements.

EDUCATION AND EXPERIENCE

  • Associate's degree or high school diploma (or equivalent) with a combination of education and experience equivalent to seven (7) years of investigative experience.
  • Possession of a Basic Law Enforcement Certificate issued by the State of North Carolina.
  • Preferred experience using law enforcement and public safety technologies, including:
  • Video management systems
  • Computer-Aided Dispatch (CAD) systems
  • Flock technology
  • Criminal intelligence databases

SPECIAL REQUIREMENTS

  • DCI Certification from the State of NC within 120 days of hire.
  • CJ Leads Certification from State of NC within 3 months of hire.
  • NIMS IS-100, IS-200, IS-700 within twelve months of hire.
  • Study for and pass (with at least a 70%) the FAA Part 107 Drone Exam within ten months of hire.

A. Office Environment Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Office environment work involves sitting most of the time. Jobs are categorized as office environment if walking and standing are required only occasionally and all other Office Environment Work criteria are met.
