GENERAL DESCRIPTION:

The Rural and Frontier Health Unit Manager provides leadership, strategic direction, and management oversight to multiple programs that aim to enhance healthcare access and services in Wyoming. The programs and grants within this unit include the Office of Rural Health, the Wyoming Cares/Wyoming Shares organ donation program, the Primary Care Office, the Medicare Rural Hospital Flexibility Program, the Small Rural Hospital Improvement Grant Program, and the Community Services Program.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Direct, monitor, and approve all unit activities to ensure alignment with the Department of Health's and the Public Health Division's strategic plans.
  • Interpret and implement broad goals to ensure all unit operations address state statutes, state rules, and federal funding requirements.
  • Regularly review, document, and report the units progress toward federal and state funding milestones semi-annually or as needed.
  • Supervise and direct two formal direct reports: the Community Services Program Manager and the Manager of the Office of Rural Health.
  • Coordinate and direct the day-to-day work (training, assigning, and reviewing tasks) of two indirect program managers: the Flex and SHIP Program Manager and the Primary Care Office Program Manager.
  • Recruit, interview, and hire staff. Conduct performance reviews, coach, mentor, and provide constructive feedback while managing personnel development, workload priorities, and disciplinary actions if necessary
  • Direct short- and long-term healthcare planning, identifying needs and forecasts for underserved and underrepresented populations.
  • Provide specialized technical assistance to healthcare professionals, local communities, health organizations, and state/federal agencies to improve critical access hospitals and community-based primary care.
  • Responsible for setting, overseeing, and approving expenditures across multiple complex federal and state budgets totaling roughly $5,000,000.
  • Ensure fiscal responsibility by monitoring expenditures against federal grant guidelines and state funding requirements.
  • Build a culture of continuous quality improvement within the unit by utilizing quality improvement and quality assurance tools.
  • Review, edit, and approve deliverable-based unit contracts and procurement applications to ensure compliance with state procedures and prevent funding lapses.

Qualifications

PREFERENCES:

Preference will be given to candidates with a Master's Degree in Public Health, Healthcare, Public Administration, Sciences, or other related fields.

KNOWLEDGE:

  • Understanding of federal and state grant management, public health administration, healthcare provider workforces, and telemedicine.
  • Skill in writing, executing, and monitoring complex funding agreements, multi-million-dollar budgets, and performance metrics.
  • Competency in federal grant writing, state/federal budget development and management, contract negotiation, and analyzing multi-source healthcare trends.
  • Ability to manage multiple statewide projects simultaneously, work collaboratively with external stakeholders, and adapt dynamically to shifting public health demands.
  • Leadership skills in managing and leading staff.
  • Proficient in evaluation, utilizing quality improvement and quality assurance tools, and leading change management.

MINIMUM QUALIFICATIONS:

Education:

Bachelors Degree (typically in Healthcare)

Experience:

2-4 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Manager I

OR

Education & Experience Substitution:

5-7 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Manager I
