Job Title: Safety and Occupational Health Specialist

Location: Arnold AFB-Tullahoma, TN

Canvas is seeking a qualified individual to provide advisory and assistance services to the Air Force in project/program management efforts associated with the Safety and Occupational Health office at the Arnold Engineering Development Center (AEDC) at Arnold AFB, TN. The candidate will perform a broad range of duties in one or more areas of ground safety and occupational health. 

Duties include:

GENERAL SAFETY AND OCCUPATIONAL HEALTH

  • Conducts periodic inspections and evaluations of various programs, including high-risk activities, supervisory safety training, and emergency preparedness.
  • Performs safety and occupational health surveys of facilities and equipment across a full range of work operations.
  • Utilizes a comprehensive knowledge of regulations, standards, procedures, and techniques to ensure compliance and mitigate hazards.
  • Evaluates and provides solutions for complex and unconventional safety issues, such as playground equipment and base traffic patterns.
  • Ensures the availability and proper use of safety and protective equipment.
  • Conducts risk assessments of hazardous processes and conditions.
  • Recommends and determines appropriate methods and procedures, like fault tree analysis and operational risk management, to control or eliminate hazards.
  • Documents inspection findings, prepares formal reports, and disseminates them to the appropriate parties.
  • Advises supervisors and safety representatives on measures to eliminate or control hazardous operating procedures.
  • Conducts follow-up inspections to ensure the correction of violations and hazards.
  • Ensures safety concerns are addressed throughout the contracting process with contracted services.

MISHAP INVESTIGATION AND ANALYSIS

  • Plans and conducts formal investigations of both reportable and non-reportable mishaps, including personal injuries, property damage, and occupational illnesses.
  • Acts as the investigating officer for formal mishap investigations, including serious (Class A and B) mishaps.
  • Gathers evidence by obtaining witness statements, photographing the mishap scene, and recording the circumstances and extent of injuries.
  • Estimates the cost of property damage.
  • Prepares formal reports detailing findings and providing recommendations and abatement dates to correct unsafe conditions.
  • Compiles, analyzes, and identifies trends in mishap data.
  • Provides managers with trend analysis data and assists in developing programs to reduce mishaps.
  • Prepares formal reports using the Safety Automated System (SAS) and uses statistical data to create charts, tables, and reports.
  • Recommends and implements training aimed at accident prevention based on observed trends.

DEVELOPMENT OF SAFETY PRACTICES AND STANDARDS

  • Develops specialized operating practices by modifying or departing from standard techniques, based on the interpretation of policies, standards, and regulations.
  • Coordinates with other installation offices on occupational health matters that affect installation personnel.
  • Prepares and revises standard local safety instructions and guides relevant to base employees and contractor operations.
  • Creates specialized operating practices for hazards associated with events like holiday celebrations, summer safety campaigns, and air shows.
  • Evaluates and recommends the local application of safety standards from national safety associations and other publications.
  • Drafts and revises local procedures or abatement actions for conditions not directly addressed by existing standards or guidelines.

CONSTRCUTION AND FACILTY SAFETY

  • Reviews plans and specifications for new construction, major building alterations, and changes in installation equipment to ensure compliance with safety codes and standards.
  • Recommends design changes and provides technical recommendations to eliminate or control safety hazards in the repair and maintenance of facilities and equipment.
  • Develops specialized operating practices for construction-related matters and briefs contractors on safety and health requirements at pre-construction conferences.
  • Identifies potential safety hazards to ensure adequate fire exits, stairways, aisle space, and sprinkler systems.
  • Conducts random spot checks of industrial sites and notifies the responsible officer of any safety violations or unsafe practices.
  • Has the authority to stop any operation that poses an imminent danger to personnel or property.
  • Responds to safety concerns, complaints, and questions, including those that arise from OSHA contact or visits.

SAFETY TRAINING AND PROMOTION

  • Provides technical safety training and instruction to supervisors, employees, and unit safety representatives on a wide range of topics.
  • Prepares and utilizes a variety of formal training materials, including outlines, handouts, publications, films, exhibits, and visual aids.
  • Promotes safety campaigns through oral presentations at local safety committee meetings.
  • Extracts, compiles, and prepares safety articles, bulletins, and pamphlets for local use by base personnel.
  • Maintains records of all required courses.

Minimum Education:

  • PM2 - Bachelor’s Degree in Business or Safety/Occupational Health or related field OR substitution as described below.
  • PM3 - Bachelor’s Degree in Business or Safety/Occupational Health or related field OR substitution as described below.
  • PM4 - Bachelor’s Degree in Business or Safety/Occupational Health or  related field OR substitution as described below.

Minimum Experience:

  • PM2 -  0-3  years of experience
  • PM3 – 3-10 years of experience
  • PM4 – 10+ years of experience

Security Clearance:

Must be able to acquire and maintain a Secret clearance

Other Essential Job Functions:

  • Highly organized with excellent communication skills
  • Critical thinking and problem-solving skills
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Teams)
  • 5-10% travel may be required
