Safety Coordinator
PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating, through its subsidiaries, oil refineries and related facilities. We are a growing organization seeking a talented Safety Coordinator to join our team as a pivotal member here at PBF Energy. This role is located at Chalmette Refinery in Chalmette, LA.
JOB SUMMARY
The Safety Coordinator role manages the site's Safe Work Permitting Program, Safe Work Permit Training, and Industrial Scientific Gas Detection Systems. This role also serves as the administrator for Operational Doctrine Management System (ODMS) 1.4: Work Permits.
PRINCIPLE RESPONSIBILITIES
Safe Work Permit (SWP) Program:
Serves as the owner of the Safe Work Permitting Procedure (SAFE-NP-6143) which includes interpreting site standards and processing all revisions to the procedure and associated forms
Serves as the site's Safe Work Permitting Procedure (SAFE-NP-6143) subject matter expert
Provides guidance and advice to Operations and Maintenance personnel to safely navigate the work permitting process
Assists in troubleshooting processes to accomplish maintenance activities according to our procedures
Ensures that the Safe Work Permitting Procedure (SAFE-NP-6143) meets or exceeds OSHA requirements
Fulfills the administrator role for ODMS 1.4: Work Permits by meeting with the Operations Manager monthly to report system health, identify opportunities for improving the system, and implement changes
Provides SWP Training:
Develops and executes an annual training session which provides hands-on activities to the entire workforce in order to enhance employees' knowledge of the SWP process
Develops and executes all Permit Issuer Training for new hires
Schedules and administers all Permit Issuer round table qualifications for new hires
Develops and stewards weekly Permit Acceptor Training for third-party contractors
Provides unplanned training for special roles, outages, and unique situations as needed
Serves as the Administrator for the Safe Work Permit (SWP) Audit Program:
Performs a minimum of ten (10) SWP and two (2) Work Permitting Book (WPB) audits each month
Gathers, documents, and reports all SWP audit findings and corrective measures monthly
Develops and provides training to individuals fulfilling the auditing role and stewards their performance
Develops and shares safety alerts that are related to SWP findings, Loss Investigations (LIs) and Near Loss Investigations (NLIs)
Industrial Scientific Gas Detection System:
Maintains DSSAC communications and network
Diagnoses system with assistance from the Information Technology Department and Industrial Scientific Technical support
Manages the site's docking station installation and relocations
Manages all docking station manufacturer repairs by performing shipping, receiving, and re-setup tasks
Personal H2S Monitor Exposure:
Monitor the Industrial Scientific database for personal monitor exposures.
Steward reporting and completion of a NLI for all Personal H2S alarms.
Gather, develop, and share all monthly H2S exposures to identify trends and improvements.
Steward personal H2S monitor bump/calibration testing and alarm reporting.
Loss Prevention System (LPS):
Conducts a minimum of one (1) Loss Prevention Observation (LPO) per month
Coordinates with select third-party contractor companies to steward Loss Prevention Self-Assessment (LPSA) discussions and communicate the site's expectations
Conducts LPSA conversations regularly with contractors and employees
Develops and implements a comprehensive LPS training program as detailed below:
Chalmette Refining Employees
8 hour training course for all new hire employees
Chalmette Refining Management (including the Refinery Leadership Team, Second Line Supervision, and Front Line Supervision)
Annual internal workshops
Annual external workshops with LPS Incorporated
LPIS training
8 hour training course for all new hire contractors
LPS Orientation for Short Service workforce supporting the turnaround
Turnaround / Major Safety:
Supports enhancement of the Turnaround Safety Planning and Execution process:
Develop TA Safety Plans as needed
Support the review TA Contractors' Job Specific Safety Plans
Support training of contractors and TA Leadership of Safety Plans and lessons learned
Support the review TA work scope
Attends Leadership Meetings as needed to provide input on contractor safety matters
Assigns each job a high, medium, or low risk category
JOB QUALIFICATIONS
Education Requirements or equivalent: Fire Protection, Safety, Mechanical, Civil, Chemical Engineering Degree preferred or other degree combined with at least 4 years of safety experience.
Specialized Knowledge: Working knowledge of federal, state and local safety and health regulations including OSHA Recordkeeping Standards as they relate to an industrial setting.
Previous Experience Required: Minimum of 4 - 7 years' experience as a safety professional in a construction/maintenance related field preferably in refinery or petrochemical plant.
