POSITION SUMMARY

The Risk & Safety Specialist owns VMSC's organization-wide risk and safety program, protecting our people, patients, fleet, and assets across every service line and jurisdiction. This role manages responder and workplace safety, infection control and clinical-program safety, vehicle and fleet safety, and regulatory compliance. The Specialist serves as VMSC's principal investigator for incidents, leading root cause analysis and corrective action across all service lines. A central responsibility is administering VMSC's Samsara fleet camera and telematics platform, including reviewing driving events, coaching crews, and using the data to reduce collisions and improve driver behavior. As VMSC continues to grow and add sites and service lines, the Specialist builds safety and risk controls into that expansion and champions a proactive, just cause culture of safety.

ESSENTIAL DUTIES & RESPONSIBILITIES

Fleet Safety & Samsara Telematics Program

•    Own the Samsara fleet camera and telematics program, acting as system administrator across VMSC's 21-vehicle fleet, managing devices, vehicle and driver profiles, camera and gateway hardware, user access, alert rules, and integrations.

•    Review AI dash-cam video and safety events daily, including harsh braking, rapid acceleration, cornering, speeding, distracted or drowsy-driving alerts, and collision events, ensuring footage is triaged promptly and consistently.

•    Deliver timely, data-driven driver coaching using standardized, unbiased coaching scripts and both one-on-one and group sessions, and document coaching outcomes for each crew member.

•    Maintain driver safety scorecards and dashboards; track trends over time, recognize top performers, and target additional training or intervention where scores fall below threshold.

•    Lead review of ambulance collisions and near-misses, and reconstruct events using video, telematics, and GPS data to support investigations, insurance claims, and liability defense.

•    Coordinate with fleet maintenance on telematics diagnostics, preventive-maintenance flags, vehicle inspections, and out-of-service issues, keeping the fleet safe, roadworthy, and compliant.

•    Support driver onboarding and recurring training on emergency vehicle operations (EVOC), backing and spotting procedures, seatbelt and patient securement, and safe due-regard driving under lights and siren.

•    Produce monthly and quarterly fleet-safety reports for leadership showing collision frequency, safety-score trends, coaching completion, and program ROI.

Incident Investigation & Root Cause Analysis

•    Serve as VMSC's principal investigator for incidents, covering collisions, responder injuries, exposures, clinical and patient-safety events, near-misses, and property or liability incidents across all service lines and jurisdictions.

•    Lead structured root cause analysis (RCA) using recognized methods such as the 5 Whys, fishbone / Ishikawa diagrams, and timeline reconstruction to identify contributing and systemic causes rather than individual fault.

•    Secure and preserve incident evidence, including video, telematics and GPS data, ePCR and clinical records, equipment, and witness statements, and maintain a clear chain of custody.

•    Develop corrective and preventive action (CAPA) plans from every investigation, assign owners and due dates, and track each action to verified completion and effectiveness.

•    Produce clear, defensible investigation reports and after-action reviews for leadership, and analyze trends across incidents to drive systemic, organization-wide improvement.

•    Coordinate investigations with insurance carriers, the medical director, human resources, legal counsel, and regulatory agencies as appropriate, applying a just-culture approach throughout.

Occupational Health & Responder Safety

•    Maintain compliance with federal OSHA, applicable Pennsylvania, Philadelphia, and Delaware requirements, NFPA, and EMS safety standards across all VMSC sites and apparatus.

•    Develop, implement, and audit safety policies and procedures, addressing lifting and patient-handling ergonomics, powered-stretcher and lifting-device use, slips/trips/falls, scene safety, and workplace-violence risks.

•    Conduct routine safety inspections and hazard assessments of stations, vehicles, and equipment; recommend engineering and administrative controls and track corrective actions to completion.

•    Investigate and document all occupational injuries, illnesses, exposures, and near-misses; maintain OSHA 300 logs; and support the workers' compensation and return-to-work process.

•    Champion injury-prevention and safe-work initiatives across VMSC's combined paid and volunteer workforce to reduce responder injuries.

Infection Control, Exposure & Clinical Program Safety

•    Administer VMSC's infection prevention and control program, covering bloodborne pathogens, PPE, hand hygiene, sharps handling, and vehicle and equipment decontamination.

•    Serve as the exposure-control point of contact; coordinate post-exposure medical follow-up, and ensure timely, confidential reporting and record-keeping.

•    Oversee safety and handling standards for the Prehospital Whole Blood Program, including blood-product cold-chain integrity, biohazard handling, and safe waste disposal, in partnership with clinical leadership and the medical director.

•    Support safe storage, handling, and documentation practices for controlled substances and advanced clinical equipment (portable ultrasound, IV infusion pumps, cardiac monitors).

•    Manage the medical and biohazardous waste program, the SDS/hazard-communication library, and required regulatory postings.

Mobile Integrated Healthcare & Transport Safety

•    Develop and maintain safety protocols for the myLaurel acute hospital-at-home / MIH program, covering in-home hazard assessment, lone-responder and personal-safety protocols, de-escalation, and safe practices for community and home-based encounters.

•    Extend safety and compliance oversight to interfacility transport (IFT) operations in Philadelphia and Wilmington, DE, accounting for each jurisdiction's regulatory and operational requirements.

•    Standardize crew safety practices across all service lines so field, in-home, and transport teams operate to one consistent standard of safety.

Training Institute, Events & Special Operations

•    Partner with the VMSC Training Institute on classroom, skills-lab, and simulation safety (including bloodborne-pathogen labs and equipment) across Hatfield, Philadelphia, and Delaware County training sites.

•    Support safety planning for event medicine and special events, such as mass gatherings, festivals, standby coverage, and multi-agency drills, including medical-safety and site-safety planning.

•    Advise on safety for special operations such as the K9 Search and Rescue team, mutual-aid responses, and rapid new-system or new-contract stand-ups.

Enterprise Risk, Insurance & Regulatory Compliance

•    Maintain the organization's risk register spanning operational, clinical, fleet, financial, and reputational exposures, and recommend mitigation strategies to leadership.

•    Serve as liaison for auto, general, professional, and workers' compensation insurance, and support incident and liability claims, working with carriers, brokers, and legal counsel as needed.

•    Support regulatory readiness across Pennsylvania DOH EMS, Delaware OEMS, and Philadelphia requirements, plus licensing inspections and agency accreditation.

•    Build safety and risk controls into the onboarding of new service lines, sites, and contracts, so growth does not outpace safety.

•    Own document control for safety and risk policies, maintaining the policy library, version control, and audit-ready documentation.

Safety Culture, Wellness & Communication

•    Manage the organization's wellness and safety committees, setting agendas, driving action items to completion, and serving as a two-way resource between field crews and leadership on safety and wellness matters.

•    Through the wellness committee, reinforce crew mental health, resilience, and burnout-prevention efforts already underway at VMSC.

•    Deliver and track new-hire safety orientation, annual OSHA refreshers, driver-safety modules, and toolbox talks.

•    Promote a proactive culture of safety by recognizing safe behavior, sharing lessons learned, and reinforcing a just cause reporting environment.

QUALIFICATIONS

Required

•    Certified Safety Professional (CSP) credential or a degree in Occupational Health & Safety, Safety Management, or a closely related field.

•    Three or more years of experience in EMS, fire, public safety, fleet, or occupational safety, with demonstrated safety or risk-management responsibilities.

•    Working knowledge of OSHA regulations, bloodborne-pathogen standards, and EMS safety best practices; familiarity with multi-jurisdiction EMS regulation (PA, Philadelphia, Delaware) is a plus.

•    Hands-on experience with, or the demonstrated ability to quickly master, fleet telematics and camera platforms; Samsara experience strongly preferred.

•    Valid driver's license with a clean record and insurability under VMSC's auto policy, and the ability to travel regularly among VMSC sites in PA, Philadelphia, and Wilmington, DE.

•    Strong analytical, written, verbal, and coaching skills, with the ability to influence at every level of a large paid and volunteer workforce.

Preferred

•    EMT or Paramedic certification, or the ability to obtain within an agreed timeframe. 

•    Emergency Vehicle Operator Course (EVOC/CEVO) instructor credential.

•    Safety credentials such as ASP, CHSP, CACO, or CHST, or EMS Safety Officer training (e.g., NAEMT / NEMSMA).

•    Experience administering insurance or workers' compensation claims, OSHA recordkeeping, and regulatory inspections.

•    Experience supporting mobile integrated healthcare, interfacility transport, or blood-product programs.

PHYSICAL DEMANDS & WORK ENVIRONMENT

Work is performed across office, station, training, in-home, and field settings, including at emergency scenes, and requires regular travel among VMSC sites in Pennsylvania and Delaware. The role requires the ability to sit, stand, and walk for extended periods; to lift and carry equipment; and to respond to incidents and site locations in varying weather conditions.
