Job Title: Safety Manager
Job Description
The Safety Manager provides program-level safety oversight for complex, multi-contractor operations under federal contract requirements. This role leads the development, implementation, and continuous improvement of health and safety programs to ensure full compliance with OSHA, EPA, and related regulations. The Safety Manager plays a key role in safety planning, documentation, audits, and emergency response, supporting 24/7 program coverage and ensuring safe, compliant execution of work across multiple projects.
Responsibilities
- Oversee contractor health and safety programs under federal contract requirements across multiple projects and work sites.
- Ensure compliance with OSHA and EPA regulations, including 29 CFR 1910.120, and other applicable standards and guidance.
- Monitor and enforce safety compliance for multiple contractors, conducting reviews, audits, and follow-up actions as needed.
- Develop, review, and approve site-specific Health and Safety Plans (HASPs) to address project hazards and regulatory requirements.
- Create, update, and maintain Standard Operating Procedures (SOPs) to support consistent and compliant safety practices.
- Support ongoing program-level safety documentation efforts, ensuring accurate, complete, and up-to-date records.
- Develop safety plans for emergency response situations on short notice, tailoring controls to rapidly evolving conditions.
- Participate in a rotating on-call schedule to support 24/7 program coverage for safety-related needs and incidents.
- Provide rapid turnaround on safety documentation and guidance during environmental incidents and urgent field activities.
- Coordinate closely with response teams to ensure safe execution of work, regulatory compliance, and effective hazard controls.
- Lead or support safety audits, inspections, and compliance reviews, and track corrective and preventive actions.
- Deliver or coordinate safety training to contractors and project personnel in alignment with OSHA, EPA, and program requirements.
- Advise project leadership and stakeholders on environmental health and safety risks, controls, and best practices.
- Contribute to the development, management, and continuous improvement of safety programs and management systems.
Essential Skills
- Bachelor's degree in Environmental Science, Safety, or a related field.
- 14+ years of environmental health and safety experience.
- Strong knowledge of OSHA regulations, including 29 CFR 1910.120 and related standards.
- Strong knowledge of EPA regulations and environmental compliance requirements.
- Demonstrated experience developing and managing safety programs and Health and Safety Plans (HASPs).
- Experience conducting safety audits and compliance reviews in complex operational environments.
- Proficiency in environmental health and safety (EHS) principles, practices, and regulatory frameworks.
- Hands-on experience with OSHA safety requirements, safety audits, and safety management activities.
- Experience providing safety training and coaching on health and safety procedures and best practices.
- Strong written and verbal communication skills, including the ability to prepare clear safety documentation and guidance.
- Ability to coordinate with multidisciplinary response teams and contractors to ensure safe and compliant work execution.
Additional Skills & Qualifications
- Experience supporting federal programs such as EPA, USACE, or similar agencies.
- Emergency response or rapid-response program experience, including development of safety plans under tight timelines.
- Familiarity with NIOSH, ASTM, and related standards and guidance.
- OSHA 30-hour training or equivalent OSHA safety training background.
- OSHA 500 or similar advanced OSHA training credentials.
- background in environmental health, including assessment and control of environmental hazards.
- Experience with safety management systems and continuous improvement of EHS programs.
- Ability to manage multiple projects and priorities while maintaining high safety and compliance standards.
Work Environment
This role supports a program environment that operates on a 24/7 basis, requiring participation in a rotating on-call schedule to provide safety oversight and rapid response to incidents. The Safety Manager works closely with multiple contractors, project teams, and federal program stakeholders, often coordinating activities across various project sites and operational settings. The position involves a mix of office-based work for planning, documentation, and communication, as well as interaction with field and response teams during audits, incident support, and emergency response planning. Pay and Benefits
The pay range for this position is $50.00 - $50.00/hr.
