CenCore is seeking a Safety Officer / Construction Security Technician to support secure manufacturing, production, and construction-security activities for portable and modular Sensitive Compartmented Information Facilities (SCIFs). This dual-role position combines Construction Security Technician responsibilities with safety oversight, OSHA compliance support, safety reporting, training coordination, vendor coordination, and incident response.

The ideal candidate has prior CST experience, a strong safety background, OSHA certification, and experience supporting SCIF construction, secure manufacturing, or production environments governed by ICD-705 requirements. This individual must be confident, directive, thorough, and able to work professionally with manufacturing personnel, production teams, contractors, leadership, and security stakeholders.

This role reports directly to the Director of Manufacturing for safety reporting, incident investigations, safety documentation, safety memorandums, policy support, and safety program execution.

Key Responsibilities

  • Support secure production and construction activities for portable and modular SCIF environments in accordance with applicable security requirements, customer direction, and ICD-705 standards.
  • Perform Construction Security Technician duties, including monitoring production and construction activities, identifying security concerns, documenting observations, and reporting issues through appropriate channels.
  • Ensure manufacturing and production teams follow established safety procedures, OSHA requirements, site safety standards, and company safety policies.
  • Serve as a visible safety presence on the manufacturing floor, providing immediate correction, guidance, and escalation when unsafe conditions or behaviors are observed.
  • Assist with safety investigations, incident reporting, root-cause documentation, corrective action tracking, and follow-up reporting to the Director of Manufacturing.
  • Draft and maintain safety memos, safety notices, inspection reports, and supporting documentation related to production safety and secure construction operations.
  • Assist leadership with the development, implementation, and improvement of safety policies, procedures, checklists, and internal safety controls.
  • Train CST personnel and production staff on required safety practices, use of personal protective equipment, hazard awareness, reporting expectations, and safe worksite conduct.
  • Coordinate mandatory safety equipment needs, including PPE, safety supplies, signage, first-aid materials, and other required safety resources.
  • Interface with safety vendors and suppliers to support equipment restock, product research, purchasing recommendations, and availability of required safety materials.
  • Work professionally with contracted manufacturing and production teams while maintaining the authority and confidence necessary to enforce safety and security expectations.
  • Support daily inspections of work areas, tools, materials, equipment, and production spaces to ensure safe and compliant operations.
  • Identify and report unsafe conditions, procedural gaps, security risks, and non-compliant work practices.
  • Maintain accurate records of safety activities, CST observations, training participation, equipment status, inspections, corrective actions, and incident follow-up.
  • Communicate effectively with teammates, contractors, supervisors, vendors, leadership, and customer representatives as required.
  • Demonstrate adaptability in a small-team environment where priorities may shift based on production, safety, security, and customer requirements.
  • Maintain professionalism, sound judgment, and discretion when working in secure or sensitive environments.

Required Qualifications

  • U.S. Citizenship required; must provide a valid U.S. Passport Book or Passport Card.
  • OSHA certification required; OSHA 30 strongly preferred.
  • Prior experience in safety, construction safety, manufacturing safety, industrial safety, or production safety environments.
  • Experience working as a Construction Security Technician or in a related construction/security oversight role.
  • Strong understanding of workplace safety practices, hazard identification, incident reporting, corrective actions, and safety documentation.
  • Ability to work in a manufacturing or production environment involving tools, materials, contractors, equipment, and active production schedules.
  • Ability to provide clear direction to personnel while maintaining professionalism and team cohesion.
  • Strong written communication skills with the ability to prepare reports, memos, documentation, and safety-related correspondence.
  • Strong verbal communication skills with the ability to brief leadership, train employees, and address safety concerns in real time.
  • Ability to remain confident, self-assured, and directive when addressing safety violations, contractor issues, or worksite concerns.
  • Ability to work independently with limited supervision while maintaining accountability to leadership.
  • Ability to maintain detailed records and follow established reporting procedures.

Preferred Qualifications

  • Experience supporting portable or modular SCIF production, SCIF construction, or secure facility manufacturing.
  • Strong working knowledge of ICD-705 requirements and secure construction principles.
  • Prior CST experience on government, defense, intelligence, or cleared construction projects.
  • Background supporting government contracts, cleared facilities, secure manufacturing, or defense-related production environments.
  • Experience conducting safety training for CSTs, production personnel, contractors, or small operational teams.
  • Experience managing PPE, safety equipment inventory, vendor coordination, and safety supply restock.
  • First Aid/CPR/AED certification preferred.
  • Active Secret, Top Secret, or TS/SCI clearance preferred.

Required Knowledge, Skills, and Abilities

  • Knowledge of OSHA standards, safety principles, hazard controls, PPE requirements, and manufacturing safety practices.
  • Knowledge of CST responsibilities, secure construction monitoring, and SCIF-related production requirements.
  • Ability to interpret and enforce safety requirements in a production-focused environment.
  • Ability to document findings clearly, accurately, and professionally.
  • Ability to address personnel at all levels, including teammates, contractors, vendors, supervisors, and leadership.
  • Ability to balance mission requirements, production timelines, safety compliance, and secure construction expectations.
  • Strong attention to detail and commitment to thorough reporting.

  • Ability to adapt quickly in a small-team environment with changing priorities.
