The Safety Programs Manager works under the direction of the Trades Bureau Chief and oversees the Industrial Safety, School Safety and Liquified Petroleum Gas (LPG) inspections to ensure compliance with applicable regulations. This position also serves on the Idaho Public School Facilities Cooperative Funding Committee and serves as the liaison to the State Department of Education, Office of the State Board of Education, Industrial Commission and the Bureau of Weights and Measures.

As part of DOPL's regulatory oversight, this role ensures the timely inspection of state facilities, schools, and LPG facilities, upholding industry standards in accordance with state and federal regulatory requirements.

Key Responsibilities:

Example of Duties:

  • Plans, organizes and directs services for safety programs
  • Recommends, develops, and implements program policies and procedures
  • Monitors, evaluates, and adjusts division programs to meet changing needs
  • Prepares and presents training for local building officials and other interested parties
  • Serves as a subject matter expert for school safety, industrial safety, and LPG programs
  • Reviews school inspection reports for: consistency, proper code citations, as well as coordination w/ school, district, institution regarding findings.
  • Serves on the Idaho Public School Facilities Cooperative Funding Committee, and serves as the liaison to the State Department of Education, Office of the State Board of Education, Industrial Commission and the Bureau of Weights and Measures.
  • Supervises the Safety Program Specialist to manage the list of state facilities, schools, and LPG facilities within the OASIS software system, ensuring accurate records for inspection scheduling, reporting, and regulatory tracking.
  • Collaborates with the relevant Executive Officer(s) related to program budgets, staffing, and financial projections.

Technical Responsibilities:

  • Ability to interpret and apply state statutes, administrative rules, and regulatory guidance.
  • Manage inspection programs for facilities, schools, and LP Gas systems
  • Ability to perform quality assurance and ensure consistency across inspectors
  • Competence in developing and delivering technical training for inspection staff
  • Experience creating training materials
  • Proficiency with inspection management software and digital inspection tools
  • Skill in analyzing inspection data to identify trends and inform program improvements
  • Experience maintaining documentation to support regulatory compliance and audits
  • Ability to stay current on code updates and integrate changes into program operations
  • Strong coordination skills for working with school districts, public agencies, fire officials, and industry partners
  • Experience representing the program at state and national conferences, committees, and leadership training

Minimum Qualifications:

Experience:

  • Preparing oral reports and making public presentations
  • Preparing written reports
  • Operating a personal computer for business purposes
  • Reading and interpreting and applying Idaho Code and trade-specific code.

Possession of a valid driver's license.

Preferred Qualifications:

  • Some knowledge of management practices, program or project planning, and implementation.
  • Experience developing and evaluating policies and procedures.
  • Certifications: OSHA 30 certification and Commercial Building Inspector certification are required, or the ability to acquire them within a specified timeframe.
  • Industry Knowledge: Strong understanding of inspection coordination, industry safety standards, and Liquid Petroleum Gas (LPG) regulatory requirements.
  • Communication & Training: Excellent communication, training, and organizational skills.
  • Problem-Solving: Ability to assess complex situations and develop practical solutions to support inspection schedules.
  • Technical Proficiency: Proficient in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
  • Inspection & Regulatory Expertise: Experience coordinating inspections for state facilities, schools, and LPG facilities.
  • Building Codes Knowledge: Familiarity with building codes as they relate to safety inspections.
  • Software Proficiency: Experience with the OASIS software system for managing inspection data and regulatory compliance.
  • Strong understanding of the International Building Code, Life Safety Code, OSHA Safety Standards, National Fire Codes/Standards, or the Idaho Safety and Health Standards.
  • Knowledge of NFPA standards, including LP Gas codes and compliance requirements
