SPECIAL INTERNAL / EXTERNAL

TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers Bargaining Unit and will be filled as a clear line appointment.

A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Examples of Duties

Under the general supervision of the Assistant Superintendent of the Office of Campus Operations and Support, the Safety, Security and Emergency Preparedness Director:

  1. Strategic and Fiscal Administration

A. Directs Branch operations and aligns program activities with Department strategic goals, policies, and procedures.

B. Establishes program goals, priorities, performance measures, and operational plans for the Branch.

C. Evaluates administrative performance and service delivery to identify operational issues, improve program effectiveness, and ensure regulatory compliance.

D. Administers the operating budget, allocates fiscal resources, and monitors expenditures to ensure fiscal accountability.

E. Prepares internal operational reports, budget proposals, policy recommendations, memoranda, and executive communications for Department leadership and external stakeholders.

  1. Executive Liaison and External Relations

A. Represents the Department on school safety, security, and emergency management initiatives across complex area offices, districts, and state agencies to ensure alignment and coordinated implementation of statewide initiatives.

B. Accompanies or represents the OCOS Assistant Superintendent in meetings with the Superintendent, Board of Education, legislative hearings, and civic or community groups as assigned.

C. Prepares legislative testimony, executive briefings, and formal responses to inquiries from elected officials, governmental agencies, and the public.

D. Builds and maintains collaborative partnerships with federal, state, county, and community agencies to advance Department priorities and strengthen statewide safety and emergency preparedness efforts.

  1. Personnel and Operations Management

A. Provides leadership, supervision, and direction to staff within the Branch; establishes performance expectations, evaluates performance, identifies professional development opportunities, and supports required training.

B. Directs workforce planning, recruitment, selection, employee development, succession planning, and personnel actions in accordance with Department policies and collective bargaining agreements.

C. Conducts staff meetings and provides guidance regarding the interpretation and implementation of laws, regulations, policies, procedures, and program requirements to promote collaboration, accountability, and continuous improvement.

  1. Emergency Management and Security Coordination

A. Serves as the Departments emergency management coordinator and primary liaison with state and county emergency management agencies; coordinates Department preparedness, response, recovery, and continuity of operations for emergencies and disasters affecting schools and Department facilities.

B. Oversees the development, implementation, maintenance, and periodic review of the Department's Emergency Operations Plan, Continuity of Operations Plan, and related emergency management plans.

C. Provides timely situational awareness and emergency notifications to Department leadership regarding natural hazards, public safety incidents, and emergencies; coordinates statewide shelter operations and Department-wide emergency response activities when required.

D. Provides statewide leadership for school safety and security initiatives by overseeing safety and security vulnerability assessments, risk analyses, security technology, security personnel training, and the development of standards for physical security, access control, and visitor management.

E. Establishes and maintains collaborative partnerships with law enforcement, fire services, emergency management agencies, and other public safety organizations to strengthen school safety, security, emergency preparedness, and coordinated response efforts.

F. Evaluates safety and security incidents, identifies emerging threats and trends, and implements risk mitigation strategies.

  1. Policy, Compliance and Technical Assistance

A. Directs the development, interpretation, implementation, and communication of Department policies, procedures, standards, and guidance related to safety, security, emergency preparedness, and regulatory compliance.

B. Ensures schools and Department offices receive timely technical assistance, training, and consultation to support consistent implementation of statewide programs and compliance with applicable laws, regulations, and Department requirements.

C. Monitors changes in legislation, regulations, and professional best practices and recommends policy or program modifications to improve effectiveness and organizational readiness.

  1. Performs other related duties as assigned.

Minimum Qualifications

Education: Graduation from an accredited college or university with a bachelors degree in public policy, law enforcement, emergency or safety management, public or business administration, criminal justice, or related field.

Experience: Nine (9) years of responsible professional work experience in emergency, safety or security management, education or related field of which five (5) years shall have been in an education or government program, agency, or system, including two (2) years supervising professional personnel.

Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.

Knowledge: Effective communication and leadership principles; change management and organizational behavior; operations and productivity management; basic research methods and statistics; budget development and fiscal management; laws, rules, regulations, and administrative procedures pertinent to the areas of assignment; principles and practices of supervision and management.

Desired Knowledge: Principles and practices of school safety and security; emergency management, operations planning, and continuity of operations; safety management principles and occupational safety requirements; threat assessment and violence prevention; federal and state laws affecting school safety and emergency management; public relations; current literature, trends, methods, and developments in the areas of assignment.

Ability to: Plan, direct, coordinate, and evaluate central staff services; deal effectively with federal, state, county, and departmental officials and others to accomplish program goals and objectives; communicate effectively with others both orally and in writing; operate a computer and other business machines.

Desired Ability to: Lead complex statewide safety and emergency management programs; make sound decisions during emergencies and rapidly changing situations; analyze complex operational, security, and emergency management issues; exercise discretion and sound judgment in a managerial capacity in prioritizing projects and carrying out assignments, organizing projects and completing work within limited time/other constraints; set, model and uphold high ethical behavior and standards for staff; supervise the work of others and/or instruct staff as appropriate; prepare executive reports, policies, and presentations; evaluate effectiveness of programs to recommend direction or priorities to achieve program goals and objectives; improve and implement programs and procedures; assist districts, complexes and schools in the coordination and implementation of the programs.

Supplemental Information

SALARY RANGE: EOSR-10, $130,120 to $184,201.

Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.

All others will be placed on the first step of $130,120.

NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicants exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.

WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

Payday

New employees can expect their first paycheck within the first 3 pay periods of their start date. Payday is on the 5th and 20th (or previous business day) of every month.

12-month certificated employees enjoy a range of competitive benefits:

  • Holidays: Employees observe paid holidays during the school year provided that all conditions under the respective collective bargaining agreement are met.
  • Vacation: 12-month certificated employees earn 21 days per year.
  • Sick Leave: 12-month certificated employees earn 21 days per year. Accumulated (unused) credits may be used toward computing retirement benefits.
  • Health Insurance: If eligible, the State pays a part of the premiums for each employees enrollment in a State sponsored Medical, Drug, Vision, and Adult Dental Plan.
  • Group Life Insurance: The State provides a free life insurance policy for employees and retirees.
  • Premium Conversion Plan: Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
  • Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
  • Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits.
  • Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products.
  • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employees social security account.
  • Workers Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers compensation.
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities. Employees may also decide not to join a union, however, employees are required to pay union service fees unless the employees job is excluded from collective bargaining.
