Role Summary


The Enterprise Salesforce Portfolio Manager is a dedicated, non-billable leadership role EDI provides to New York State ITS to orchestrate the entire portfolio of Salesforce Statements of Work delivered under the statewide Enterprise Agreement. Reporting operationally to the ITS Salesforce Center of Excellence, this individual is the single point of accountability for enterprise-wide visibility, capacity planning, and delivery health across all concurrent agency projects. The role exists to give the State one consolidated view of cost, schedule, scope, risk, and resource capacity across every SOW — and to keep delivery on track before problems reach individual agencies.


Why This Role Matters


Because work under this contract flows through many independent SOWs across multiple agencies, no single agency sees the whole picture. The Portfolio Manager provides that enterprise lens: monitoring burn rate across projects, forecasting resource demand against the shared bench, surfacing cross-agency dependencies and reuse opportunities, and feeding a continuous performance signal to the COE. It is the connective tissue between EDI delivery teams and the State's governance.


Key Responsibilities


Portfolio oversight & reporting


  • Track all Salesforce projects and related SOWs issued under the master contract.
  • Maintain the enterprise project portfolio dashboard as a live, consolidated view.
  • Monitor schedule, scope, and cost performance — including project burn rate — and flag variances early.
  • Provide consolidated status reporting to the State and the COE.
Risk, dependency & cross-agency coordination


  • Identify risks, dependencies, and cross-agency coordination issues across the portfolio.
  • Maintain an enterprise risk and issue log spanning all Purchase Orders.
  • Escalate issues affecting multiple agencies or enterprise architecture alignment.
  • Recommend mitigations for delays and roadblocks that threaten timely completion.
Capacity & resource planning


  • Forecast resource demand and perform capacity planning by labor category against the shared bench.
  • Report current staffing levels, available capacity, resource-assignment status, background-check status, and anticipated capacity constraints.
  • Ensure adherence to Resource Availability & Readiness requirements — 10-day resource assignment and 30-day project kickoff.
Enterprise value, governance & knowledge


  • Identify opportunities to reuse shared components and enterprise solutions, feeding the COE reusable-asset library.
  • Support quarterly enterprise performance reviews and coordinate enterprise-level contractor reporting.
  • Coordinate a minimum of four State training sessions per year (Salesforce administration, configuration best practices, platform updates).

Required Qualifications


  • Minimum 7 years of IT program and portfolio management experience.
  • PMP certification or equivalent.
  • Demonstrated experience overseeing multiple concurrent enterprise Salesforce implementations.
  • Experience delivering for government or regulated entities.
  • Proven portfolio-level governance within a client Center of Excellence / enterprise-standards environment.
  • Strong executive communication, stakeholder management, and cross-organization escalation skills.
Preferred / Differentiating


  • Public-sector (state or local government) Salesforce program experience.
  • Salesforce certifications (e.g., Certified Administrator, Platform App Builder) demonstrating platform fluency.
  • Program-management credentials beyond PMP — PgMP, SAFe Agilist, or ITIL.
  • Hands-on experience with portfolio/PPM and dashboarding tooling (Smartsheet, Jira, MS Project, or Salesforce-native reporting).
  • Experience running capacity and resource management across a shared bench / on-call delivery model.
