Under the general direction of the Public Utilities Director performs highly responsible administrative and professional work managing all activities of the Utilities SCADA function. Manages and provides direction and leadership to the Utilities Department in carrying out its assigned function of providing SCADA expertise in the planning, design, construction and maintenance for all utilities SCADA infrastructure improvements as well as for repair and maintenance of existing infrastructure. This job has no supervisory responsibilities.

Responsibilities and Reporting During an Emergency Situation:

Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.

Non-Essential Employees will not be required to work during a declared emergency. The employee's Department Head will determine when the employee will be required to work.

Duties/Responsibilities

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform job-related tasks other than those specifically presented in this description.

  • Leads secure operation and maintenance of the SCADA/OT network, including PLCs, RTUs, HMIs, and field communication systems.
  • Leads the technical and operational resolution of SCADA problems; administers, troubleshoots SCADA, real-time data, and control systems, and coordinates the resolution of hardware/software problems.
  • Coordinates with IT to implement industrial control system (ICS) security measures; maintains network segmentation between IT and OT systems.
  • Proficient with PLCs and other process controllers in regard to programming, configuration and modification to the configurations to support operational processes.
  • Proficient with SCADA software in regard to programming, configuration and modification of configurations to support operational process, including HMI modifications, additions and troubleshooting.
  • Proficient with instrumentation and signaling - 4-20 ma, DI, DO and other low voltage signals - to support process automation and control through the control system.
  • Proficient with mechanical and electrical process information including documentation and drawings including P&IDs.
  • Proficient with electrical functionality including low voltage and up to medium voltage to ensure continued operations of existing and future equipment and its automated and manual control requirements.
  • Supports and manages Operational requests to help maintain compliance of the varied processes across multiple treatment plants, wellfields, lift stations and other systems.
  • Participates in establishing work standards, policies and procedures for the use, security, and operation of the computer systems; plans and prepares for events to ensure business continuity and restoration if/when required.
  • Performs emergency response and triage for Plant operations for all SCADA systems.
  • Supports and provides guidance, direction for the design and development of changes to the SCADA system to support operational changes and engineering projects.
  • Maintains(develops) standards for SCADA system and ensures application to capital upgrade projects.
  • Provides support, implementation and guidance in maintaining system change management processes staying within customary and accepted audit practices.
  • Create scripts, reports and troubleshooting skills using VB.Net and SQL queries.
  • Confers with and advises internal resources on procedures; makes decisions regarding work methods and approaches in order to produce desired products most efficiently.
  • Supports and provides guidance for the purchase of hardware, software, or service required to repair, replace, enhance, update or improve the SCADA environment; coordinates with vendors for product support.
  • Works with communication vendors and internal support personnel and other Departments such as IT to quickly resolve data communication problems during outages.
  • Responsible for writing and maintaining documentation for technical processes (examples: control narratives, SOP's, policies, training materials) to support job functions.
  • Identifies and addresses issues related to the coordination with other utilities and municipal service providers.
  • Prepares and executes work performance and safety standards and division policies and procedures.
  • Participates in the selection, placement, promotion, training, safety, appraisal and discipline of assigned employees.
  • Completes installation, maintenance, and configuration of electrical/electronic equipment used in the division.
  • Ensures the efficient mechanical, instrumentation, and electrical operation of equipment, controls, multiple SCADA systems and remote communications equipment.
  • Attends various City, interdepartmental, and intradepartmental meetings for the purpose of providing/exchanging information on various issues for the assigned utility division.
  • May be required to operate a motor vehicle in performance of assigned tasks.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

  • Proficient in the use of spreadsheet, database, and presentation software.
  • Knowledge of network operating systems, data, and file structure.
  • Knowledge of specific industry standard software provided by a wide range of vendors
  • Skill in written, verbal, electronic, and visual communications for effective expression and clarity.
  • Skill in organization, prioritization, and time management.
  • Ability to apply sound judgment and interpretation based on acquired knowledge in circumstances where limited standardization exists.
  • Ability to speak and document clearly and persuasively in positive or negative situations.

  • Ability to operate and troubleshoot SCADA servers, industrial control network equipment, PLC hardware, field instrumentation interfaces, and related diagnostic tools.

Minimum Requirements

Education and Experience

  • Associate's degree from an accredited college or university in Electrical Engineering Technology, Industrial Automation, Computer Engineering Technology, Information Technology, or a closely related technical field.
  • Five (5) years of SCADA experience in an industrial setting, wastewater/water treatment facility or potable water production facility.

Licenses or Certifications

  • Must possess one of the following:

  • A Journeymans Electrical Card,

  • An accredited certification in Electrical Instrumentation or Industrial Control Systems.

  • Must possess a valid state drivers license and obtain a valid Florida drivers license within thirty (30) days of hire or promotion.

PREFERRED QUALIFICATIONS

  • ISA Certified Control Systems Technician.
  • Bachelor's degree in Electrical Engineering, Industrial Automation, Computer Engineering, or related field.
