Under the general supervision of the Commissioner, the School Nurse Supervisor oversees school health policies and programs and provides professional, clinical, and administrative leadership for all school health services within the Virgin Islands Department of Education (VIDE). Incumbent is responsible for the direct supervision of school nurses and school health personnel including evaluating performance, planning and assigning workloads, training personnel, and addressing performance or conducting issues in accordance with VIDE and GVI regulations. Provides expertise and oversight for the provision of school health services and promotion of health education. Develops, implements, and updates school health protocols, policies and procedures, coordinates training, and ensures that all students receive high-quality, evidence-based care in a safe learning environment. This position is developed under Act 8801-an ACT amending title 17 VI C, chapter 10, section 111.

Work involves highly confidential and sensitive data collection information. This position requires a confidential relationship to a policymaker.

Duties and Responsibilities

• Ensures all VIDE school health operations comply with local and federal regulations and VIDE policies.
• Develops, updates, and implements health policies, procedures, protocols, and clinical guidelines to support safe and healthy school environments.
• Supports school principals in their administrative oversight of site-based nurses while serving as the direct clinical supervisor for all school nurses and school health personnel across the St. Croix and St. Thomas/St. John Districts.
• Monitors and implements all requirements related to chronic disease management, communicable disease control, immunization compliance, and emergency medical response.
• Maintains mandatory health records, reports, and documentation in accordance with all VI statutes, VIDE, DOH and the Center for Disease (CDC) standards, rules and regulations.
• Develops, coordinates, and conducts all school health-related training for school nurses and school health personnel, to include CPR, AED usage, Bloodborne Pathogens, chronic disease management, medication administration, emergency response drills, and student-specific health procedures.
• Stays fully abreast of all updates related to student health, such as new public health requirements, emerging diseases, VIDOH and CDC guidance, national school health trends, immunization changes, and updates to best practices in pediatric and adolescent care.
• Provides annual training and ongoing professional development to ensure consistency and compliance. Ensuring staff are informed and trained in changes in federal laws, territorial regulations, nursing standards, and VIDE health policies.
• Provides expert clinical consultation to school nurses regarding student health plans, medical interventions, specialized procedures, and emergency responses.
• Ensures appropriate development, implementation, and monitoring of Individualized Healthcare Plans (IHPs), Emergency Action Plans (EAPs), and supports participation in IEP and 504 meetings.
• Provides direct health services on-site when a nurse is absent or during emergencies.
• Participates in recruitment, interviews, and hire recommendations in partnership with VIDE Human Resources.
• Serves on the District Crisis/Safety Team and supports preparedness for hurricanes, emergencies, and public health events.
• Collaborates with VIDOH on communicable disease surveillance, outbreak response, vaccination campaigns, and student health initiatives.
• Represents VIDE at interagency meetings, territorial committees, and health-focused collaborative groups.
• Protects confidentiality of student medical records in accordance with federal and territorial laws.
• Engages in continuous professional development to maintain clinical and leadership competencies.
• Performs other related duties as required.

Minimum Qualifications

• Master's degree in nursing (MSN) or related healthcare field from an accredited college or university supplemented by a Registered Nurse License or similar professional license with three (3) years of nursing experience including experience in leadership and supervision.

OR

• Bachelor's degree in nursing (BSN) or related healthcare field from an accredited college or university supplemented by a Registered Nurse license or similar professional license with five (5) years of nursing experience including experience in leadership or supervision.

NECESSARY SPECIAL QUALIFICATIONS

• Possession of a current Virgin Islands Registered Nurse (RN), Licensed Nurse Practitioner (LNP) or Advanced Practice Registered Nurse (APRN) license.
• Certification of current CPR/AED and First Aid.
• Possession of a valid Virgin Islands driver's license.
• Completion of OSHA/Bloodborne Pathogens training.
• Criminal record history check/background check.

FACTOR 2- SUPERVISORY CONTROLS

• Work is supervised directly by the District Superintendent or higher-level officer. Incumbent works with minimal supervision and is given considerable autonomy to manage the school health program and supervise staff. Work is reviewed periodically for compliance with applicable safety policies and procedures, guidelines, clinical standards, and public health mandates.

FACTOR 3- GUIDELINES

• Guidelines include the Virgin Islands Code, the requirements of the Virgin Nurse Practice Act, VIDE policies, Health Insurance Portability and Accountability Act (HIPAA), Family Education Rights and Privacy Act (FERPA) requirements, Department of Health (VIDOH) requirements and public health mandates. Must exercise professional judgment in interpreting guidelines and applying clinical standards to diverse school environments.

• Work requires the coordination of clinical practice, personnel management, compliance monitoring, public health collaboration, budget considerations, training development, and crisis response planning. Prioritization and decision-making are continuous and complex.
