Title: School Systems Manager
Supervisor: Director of School Services
Salary: $62,353 - 75,000 Annual

Position Summary
The Professional Development and Coaching Specialist supports school districts in strengthening Tier 2 and Tier 3 student supports through high-quality professional development, embedded coaching, and cross-district collaboration. This role focuses on building sustainable, data-driven systems that improve identification, intervention, and progress monitoring for student mental health and social-emotional needs within MTSS, PBIS, and Community School frameworks.
The Specialist will design and deliver monthly professional development sessions, provide embedded coaching to school-based teams, facilitate cross-district Learning Communities, and support the development of sustainable systems for identifying and serving students with behavioral, social-emotional, and mental health needs.

Key Responsibilities
Program Oversight and Leadership
• Support development and strengthening of Tier 2 and Tier 3 systems across districts
• Assist in establishing clear, consistent, and equitable referral and intervention pathways
• Promote alignment of practices across schools and districts to ensure quality and consistency
• Support integration of mental health, SEL, and crisis response within school systems

Data Management and Compliance
• Utilize SHAPE, BIMAS, attendance, behavioral, and referral data to guide decision-making
• Support accurate identification of student needs and alignment to appropriate supports
• Apply fidelity tools and progress-monitoring strategies to ensure effective implementation
• Support continuous improvement through ongoing data review and system refinement

Training and Coaching
• Deliver professional development that builds staff skill, confidence, and readiness
• Provide embedded coaching to support real-time application of evidence-based practices
• Use responsive, feedback-driven approaches to ensure training is practical and relevant
• Support implementation of key practices including:
o Social-emotional learning (SEL)
o Restorative practices and Check-In/Check-Out (CICO)
o Functional Behavioral Assessment (FBA) and Behavior Intervention Planning (BIP)
o Trauma-informed approaches
o MATCH-ADTC and CBT-based strategies
o Suicide prevention and crisis response

Collaboration and External Relationships
• Collaborate with school-based teams across elementary, middle, and high school levels
• Facilitate cross-district learning communities and shared problem-solving
• Coordinate with school-based and community mental health providers
• Support use of community resources, including 211
• Promote strong communication, alignment, and partnership across districts

Qualifications
Minimum Qualifications
• Master's degree in School Psychology, Social Work, Counseling, Education, or related field
• Minimum of three to five years of experience in school-based behavioral health, prevention, or student support services
• Demonstrated expertise in MTSS and PBIS frameworks and knowledge of Tier 2/3 intervention frameworks/
• Experience with Functional Behavioral Assessment (FBA) and Behavior Intervention Planning (BIP)
• Knowledge of evidence-based SEL, Restorative Practices, and trauma-informed care.
• Familiarity with universal screening tools such as BIMAS and school mental health assessment systems such as SHAPE.
• Experience providing professional development and coaching to school-based teams
• Knowledge of school and community-based mental health systems and referral processes
• Strong facilitation, communication, and relationship-building skills.
• Valid New York State driver's license and ability to travel across Onondaga County school districts.

Preferred Qualifications
• NYS licensure or certification (e.g., LCSW, LMSW, School Psychologist, School Counselor, BCBA)
• Experience with MATCH-ADTC or similar CBT-based approaches
• Knowledge of Results-Based Accountability (RBA) and Continuous Quality Improvement (CQI)
• Experience engaging families and community partners within Community School frameworks
• Experience with suicide prevention training programs (QPR, SafeTALK, ASIST, Youth MHFA, Teen MHFA).
• Familiarity with 988 crisis systems, 211 referral infrastructure, or crisis intervention models.
