Job Summary
We are seeking an experienced
Scrum Master to support the delivery of a mission-critical
Centers for Medicare & Medicaid Services (CMS) federal healthcare program. The Scrum Master will facilitate Agile delivery across cross-functional technology teams responsible for developing, enhancing, and modernizing enterprise applications that support CMS Program Integrity operations.
The ideal candidate will have strong experience working with Agile/Scrum teams in complex enterprise environments, with the ability to remove delivery impediments, facilitate Agile ceremonies, promote continuous improvement, and coordinate effectively with Product Owners, developers, QA, architects, business stakeholders, and program leadership.
Key Responsibilities- Facilitate Scrum ceremonies including daily stand-ups, sprint planning, backlog refinement, sprint reviews, retrospectives, and other Agile sessions.
- Coach development teams and stakeholders on Scrum principles, Agile practices, roles, responsibilities, and delivery processes.
- Partner with Product Owners to maintain a healthy, prioritized, and well-defined product backlog.
- Track sprint progress, team capacity, velocity, dependencies, risks, and impediments.
- Identify and proactively remove obstacles that may impact sprint or release commitments.
- Coordinate dependencies across development, QA, DevOps, architecture, business, and other project teams.
- Support planning and execution of Agile releases and program-level milestones.
- Promote transparency through Agile metrics, dashboards, status reporting, and delivery tracking.
- Facilitate communication between technical teams, business stakeholders, Product Owners, and program leadership.
- Identify opportunities to improve team productivity, collaboration, quality, and delivery predictability.
- Support teams working within cloud-native, microservices-based environments and enterprise modernization initiatives.
- Help teams effectively manage technical dependencies, integration activities, testing, defects, and production-readiness activities.
- Escalate significant risks, blockers, and delivery concerns to appropriate program leadership.
- Encourage adherence to organizational quality, security, compliance, and delivery standards applicable to federal healthcare systems.
- Support continuous improvement across Agile teams involved in CMS modernization initiatives.
Required Qualifications- Bachelor's degree in computer science, Information Technology, Business, Engineering, or a related field, or equivalent experience.
- 5+ years of experience working as a Scrum Master in Agile software development environments.
- Strong understanding of Scrum, Agile, and SDLC methodologies.
- Demonstrated experience facilitating Agile ceremonies and managing sprint execution.
- Experience removing impediments and coordinating cross-functional dependencies.
- Experience working with software development, QA, DevOps, and product/business teams.
- Strong communication, facilitation, organizational, and conflict-resolution skills.
- Experience using Agile project management and collaboration tools such as Jira, Confluence, Azure DevOps, or similar platforms.
- Ability to work effectively in complex enterprise environments with multiple stakeholders and competing priorities.
Preferred Qualifications- Experience supporting federal government or healthcare technology programs.
- Experience working with CMS, Medicare, Medicaid, Program Integrity, or fraud, waste, and abuse initiatives.
- Experience supporting modernization of legacy applications to cloud-native architectures.
- Experience working in DevSecOps and CI/CD environments.
- Experience with Agile frameworks such as SAFe or other scaled Agile methodologies.
- Scrum Master certification such as CSM, PSM, or SAFe Scrum Master.
- Experience coordinating teams working with Java/Spring Boot, microservices, REST APIs, AWS, Docker, and enterprise data/integration platforms is a plus.
Work Environment
This position will work as part of a multidisciplinary team supporting the continued development, modernization, and operational delivery of enterprise applications within the CMS federal healthcare environment. The role requires close collaboration with technical, business, product, QA, DevOps, architecture, and program management teams.
Compensation:
The expected compensation range for this position is $100,000 - $160,000 annually. Compensation is determined in good faith and may vary based on job-related factors, including relevant experience, skills, education, certifications, clearance level, labor category alignment, contract requirements, work location, internal equity, and business needs.
The posted range reflects the Sky's reasonable estimate at the time of posting and does not guarantee a specific salary or rate. Final compensation will be determined based on the selected candidate's qualifications and applicable contractual and business considerations.
