Position Summary

The Operations Manager is primarily responsible for the day-to-day management and administration of the program under the direction of the Program Manager. Key responsibilities include overseeing program operations and workflows, managing the application and project review process, tracking program performance, and preparing reports on program metrics and deliverables. The Operations Manager works closely with internal staff, contractors, and stakeholders to ensure efficient program implementation, compliance with program requirements, and achievement of program goals. The position is also responsible for developing, executing, and reporting on quality assurance and quality control processes to support program effectiveness, consistency, and continuous improvement.

Essential Duties and Responsibilities

  • Support achievement of operation team goals towards program Key Performance Indicators (KPIs).
  • Support and oversee payment reviews, application intake, customer service inquiries, and operations team scheduling.
  • Manage program and project forecasting, tracking, invoicing, and reporting activities.
  • Provide oversight of weekly and monthly program performance reporting.
  • Collaborate with program teams to identify and implement process improvements that enhance customer and client satisfaction.
  • Work directly with internal functional teams and program staff on process improvement and quality assurance (QA) requirements.
  • Manage and track compliance requirements related to contracts, amendments, proposals, and subcontracts across the program portfolio.
  • Complete special projects, ad hoc analyses, and reporting as needed to support program objectives.
  • Conduct site visits, field assessments, and inspections throughout San Diego County as needed.
Position Requirements

Education and Experience
  • Bachelor's degree from an accredited college or university in Business, Finance, Engineering, Construction Management, or a related field. Equivalent combinations of education and relevant experience will be considered.
  • Previous experience in operations, program coordination, project management, or a related role preferred.
  • Experience with energy efficiency, electrification, utility, and/or incentive programs is highly desirable.
  • Experience with HVAC, lighting, plumbing, construction, or building systems projects is a plus.
Required Skills, Knowledge and Abilities
  • Experience using software platforms to manage application workflows, track project and program activities, maintain records, and generate reports.
  • Ability to analyze program performance metrics, interpret data, and prepare meaningful reports.
  • Ability to maintain confidentiality and exercise sound judgment when handling sensitive information.
  • Strong verbal and written communication skills, with the ability to effectively interact with customers, clients, contractors, employees, and management.
  • Ability to analyze issues, identify root causes, and develop practical solutions to program and operational challenges.
  • Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook; experience with Salesforce or similar CRM/database platforms preferred.
  • Ability to manage multiple priorities, maintain attention to detail, and meet deadlines in a fast-paced environment.
  • Ability to identify, escalate, and resolve project, program, and application-related issues with customers, clients, trade allies, and internal stakeholders.
  • Demonstrated commitment to achieving individual, team, and program performance goals.
  • Ability to work collaboratively across departments and with external partners to support successful program delivery.
