Position summary:
The primary responsibility of this entry-level position is to operate seasonal grounds equipment and tools, including tractor mowers, trimmers, chainsaws, shovels, rakes, brooms and other power and hand tools to assist in department maintenance and clean-up responsibilities. The Seasonal Laborer also assists with work zones, sign, guardrail, ditch, culvert, fencing or public area set-up, flagging, installation, and repair. Duties are performed under direct supervision and occur primarily outdoors during non-winter months that may include exposure to adverse weather conditions, traffic, equipment, tools, noise, and other outdoor hazards.
This seasonal assignment is for temporary, at-will employment not to exceed six (6) months within an established twelve (12) month period. This position may be required to work extended hours, weekends, or holidays according to summer construction, grounds maintenance or other demands placed on the department.
Essential Duties and Responsibilities (may vary by assignment)
The position assumes responsibility and performs tasks as directed in the following areas:
- Performs all duties in a professional, safe, and effective manner in accordance with County policies, procedures, and safety standards,
- Performs general labor seasonal tasks in support of Road & Bridge operations,
- Assists with maintenance, repair, and cleanup of County roads, shoulders, and rights-of-way,
- Performs basic groundskeeping duties, including mowing, weed control, and litter collection,
- Operates light equipment such as tractor mowers and other small machinery,
- Uses a variety of hand and power tools, including shovels, rakes, brooms, chainsaws, trimmers, and similar equipment,
- Removes debris, vegetation, and safety hazards from roads, ditches, culverts, and public areas,
- Assists with installation and maintenance of traffic signs, guardrails, and fencing,
- Assists with work zone setup and may perform flagging duties,
- Assists equipment operators and other department staff with assigned tasks,
- Performs other tasks or responsibilities as assigned.

Knowledge Of:
- Basic methods, tools, and materials used in grounds, maintenance, and general labor, and
- Basic traffic control and work zone safety.
Skills To:
- Properly and safely use equipment including, but not limited to, tractor mowers, chainsaws, trimmers, and other power tools, and
- Perform manual labor tasks and use hand tools in a safe and efficient manner.
Ability To:
- Communicate and interact positively with supervisors, coworkers, and the public,
- Establish and maintain effective working relationships with department supervisors, department co-workers, and other County employees,
- Follow written and oral instruction under supervision, work as part of a team, or work independently as assigned to arrive at desired results, and
- Work effectively in an outdoor environment under varying weather conditions.
Required Qualifications – Level 1 / Grade 12
- Valid Idaho driver's license,
- Flagger / traffic control certification or ability to obtain within two months of hire, or
- Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities to effectively perform the required functions of the position.
Preferred Qualifications
- High school diploma or GED equivalent, and
- Previous equipment operation, labor, construction, landscaping, or related experience.
Work Environment & Physical Requirements:
This position works primarily in an outdoor environment which may require working in heat, cold or other adverse weather conditions.
The physical requirements of this position (with or without reasonable accommodation) are:
- Sufficient visual and other sensory functions to enable the employee to safely operate the equipment and tools required to complete assigned tasks,
- Sufficient manual dexterity and coordination to safely operate tools and light equipment,
- Ability to lift and carry up to 50 pounds, and
- Sufficient mobility, stamina, flexibility, and balance to perform physically demanding labor, including bending, stooping, pulling, pushing, and kneeling.
