This classified position is expected to be of limited duration due to the funding of the position and is designated as a limited-service position - limited to working 1385 hours.

Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Seasonal Smoke Specialist for the Lewiston Regional Office.

This is a TEMPORARY APPOINTMENT without benefits and limited to 1385 hours.

This is a non-classified position in Idaho State government and exempt from the provisions of Chapter 53, Title 67 of Idaho Code

Salary: $20.00/hour

Responsibilities:

  • Crop residue burning (CRB) daily tasks and activities during burn season:
  • Coordinate the documentation and observation of regional crop residue burns under the guidance of the Regional Air Analyst.
  • Complete assigned CRB tasks and document field and office work per program protocols.
  • CRB general tasks:
  • Participate in daily conference calls during the fall burn season. Prepare and manage a list of growers and fields that are ready to burn for the daily call.
  • Approve individual growers and fields per the burn decision.
  • Issue notification of final burn approval on the CRB website and inform growers of burn decisions.
  • Observe, photograph, and document burns using the weather checklist and Kestrel weather meters.
  • Maintain contact with growers throughout the day.
  • Shut down burns due to deteriorating conditions as necessary.
  • Complete and save weather checklists, field notes, and weather data.
  • Communicate with sensitive populations as needed.
  • Assist with grower registrations, field registrations, and grower training.
  • Conduct enhanced documentation as needed.
  • Occasional tasks and activities
  • Help the Regional Air Analyst respond to complaints and investigate apparent violations.
  • Conduct air quality outreach and coordinate with partner agencies and public as workload allows.
  • Review smoke impacts and regional burn decisions to identify smoke management improvement process opportunities.
  • Complete program improvement projects based on data and observations collected during the season.

Minimum Qualifications:

A valid driver's license and proficiency in basic computer applications and tasks.

Desired Qualification:

Experience in farming or agriculture, prescribed burning, and/or research and analysis.

Additional information:

Driving is frequent, if not daily, to locations in Clearwater, Idaho, Latah, and Nez Perce counties. Work schedule can be unpredictable and varies between 5 and 40 hours per week. The position is expected to average around 15-25 hours per week over the course of employment.

  • Ability to bend and reach for filing purposes.
  • Some periods of heavy reading and typing are required.
  • Ability to lift 30 pounds when working with file boxes.
  • Must have a valid driver's license
  • Ability to work on uneven terrain.
  • Ability to lift and carry up to 30 pounds over rough terrain.
  • Ability to lift and carry up to 50 pounds over rough terrain.
  • Ability to work in adverse or inclement weather.
  • Ability to work in extreme temperatures.
  • Field sites may involve working near large equipment in rough terrain.
  • Must be able to perform field work without on-site assistance or supervision.
  • Travel required.
  • May work in the vicinity of loud noise.
  • May be required to travel to remote areas.
  • Eyesight needs to be 20/20 (as corrected) to observe field compliance.
