Responsibilities:

Under the direction of the Manager of Security Operations, the Security K-9 handler performs a variety of security and safety related functions while involved in the safeguard of employees, patients, visitors and property as outlined in the MIBH policy manuals. The Security K-9 handler is responsible for the K-9 partner team requiring adherence to a complete documented K-9 program to include training, maintenance, and handling, exercising and ongoing quality documentation of the program. The officer must possess sincere interest in animals and have basic understanding of animal behavior and be suitable for the assignment. The K-9 handler must have the ability to care and maintain firearms and the ability to participate in firearms training. Must have the ability to operate a firearm to protect self and others and to maintain positive control and retention of firearm at all times.

 

  • Security and Safety: Enforces procedural rules and regulations. Ensures the personal safety of staff, visitors, patients, and property of Bassett Healthcare Network. Maintains security and safety to assigned areas. Maintains working knowledge of the locations of various departments, buildings, access routes, and admitting requirements
  • Patrols assigned areas including all buildings within the main campus, including but not limited to the hospital, support areas, clinic, data center and storage facilities, parking lots, and affiliated properties within the Bassett Healthcare system. Checks for suspicious occurrences
  • Operates and monitor security control panel alarms, surveillance cameras, and related security equipment to provide property, area, and visitor security
  • Issue photo identifications for all new employees and replacement of old I.D's for existing staff. Checks ID cards of persons entering the facility. Refuses to admit persons who cannot show either proper authorization or cause for being admitted. Provides information and directions. Explains rules and regulations
  • Opens and closes facility, ensuring that users have left the premises. Reports security and general maintenance problems to the proper authorities. Controls access to all locked areas, allowing access to authorized personnel only. Conducts night watchman patrols and special patrols required by standing or special instructions. Maintains proper logs and activities as per policy
  • Takes immediate action when codes or other emergencies arise on the campus
  • Monitors, detains, restrains, and effectively manages disruptive or combatant patients
  • Reviews all hospital policies and procedures at least once per year and provide feedback to the Security Manager or Corporate Support Services Director on needed or recommended changes to existing or new policies
  • Responds to all pages received within 5 minutes of the page, responds to emergencies, all codes, and spills
  • Contacts the On Call grounds crew for snow removal at pre-designated times and amounts
  • Coordinates and is in attendance at all helicopter take-off and landings as required by hospital policy and insurance carrier
  • In the event of an “Active Shooter” all on duty level III Security Officer’s will immediately respond directly to the threat and take whatever necessary actions are required to neutralize the threat
  • Parking and Enforcement: Enforces parking and policy procedural rules and regulations. Ensures parking is provided for patients, visitors, and staff through effective enforcement of applicable polices
  • Enforces parking rules and regulations. Checks vehicles in patient and private parking lots for authorized parking sticker. Issues parking violation warnings, and tags and requests towing as per policy
  • Assigns designated parking areas for staff, issues MIBH parking stickers, and maintains the parking database
  • Assigns special parking permits and durations, contacts staff for notice of renewal as per policy
  • Performs patrols of parking lots or maintains watch at designated parking areas for assistance and enforcement
  • Assists patients, visitors, and staff when requested for lockouts, flat tires, jump-starts, and other such situations. Maintains quiet and order in all public places on the campus
  • Investigations
  • Responds to and investigates situations reported to the Security Office regarding theft, vandalism, damage to vehicles, drug diversions, and missing persons
  • Completes necessary information and maintains a log of all incidents that occur during the course of each shift and may use computer terminal to input and retrieve data
  • Assists all law enforcement agencies when requested or required within the boundaries of hospital regulation, policies and procedures and HIPPA regulations. This will include locating employees, various types of information, brief relief for guarding inpatient prisoners, etc.
  • Reports all MVA’s to the Manager of Security and complete all necessary documentation, reports, descriptions, and photos to assist in the investigation by outside agencies including NYS Police, village of Cooperstown P.D., and insurance agencies affiliated with of the hospital
  • Calls Village Police Department or other authorities if required. Maintains liaison with local police agencies and assists in investigations as required and prepares reports on findings
  • Security and Inventory Control
  • Collects and transports money and handles small amounts of cash and transactions when necessary
  • Responsible for lost and found items and maintenance of applicable logs and records
  • Receives and maintains patient valuables in safekeeping for the duration of the hospitalization the patient utilizing proper double bag and signature procedures. Maintains records and logs. Check identification, power of attorney, etc. if a family member or friend of the patient signs for the valuables
  • Responds and receives shipments of goods to the hospital after regular hours coordinating activities with Materials Management
  • Assist Funeral Directors with prompt and courteous access and provide records and receipt of personal belongings of the deceased. Maintain appropriate logs and records
  • Acts as a messenger/courier for in house transport of special reports, hazardous materials, warehouse supplies or other special duties as needed or required
  • K-9 Responsibilities and Control
  • The security canine unit will be trained and utilized for protection and tracking purposes. This unit will respond to a crisis situation unless otherwise specified by the security handler based on the circumstances of the situation
  • The handler will be available for public relations events as needed. The handler will be responsible for keeping the canine clean and well groomed. The handler will avoid situations that may reflect negatively upon the Security Department or Bassett. The handler should ensure that the canine is not intentionally agitated other than for the purpose of authorized training sessions. The handler will not allow the canine to defecate or urinate in unauthorized areas and will clean up after the canine
  • Handler will provide a safe and secure environment for the canine at his/her residence
  • Handler will be responsible for maintaining updated case law knowledge involving canine issues
  • Handler will ensure that the canine has a comfortable and pleasant atmosphere for off duty hours
  • The handler must be able to provide protecting for the K-9 on and off duty
  • The security handler will be required to submit reports on the training, utilization, care, feeding, deployment and inflicted injuries of the canine
  • Patrol parking structures, parking lots, medical center buildings both interior and exterior including adjacent campus buildings and property for unauthorized person(s)
  • Maintain high visibility to act as a deterrent to acts of violent crimes on the campus
  • Protection of security officers at disturbances or fight scenes
  • Protection of staff and other patrons of the hospital if applicable
  • Assisting in locating lost or missing patients
  • Assisting with the control of crowds
  • Conducting investigations of reported incidents
  • Responding to routine calls for service including, but not limited to, assisting vehicle operators with vehicle lock outs, cars that will not start, flat tires, etc.
  • Responding to alarms
  • Responding to acts of violence within the hospital
  • Securing and unlocking exterior buildings
  • Performing other duties as designated by the Network Director of Public Safety and Transportation
  • The security handler will conduct routine foot patrols of the interior and exterior areas of the campus including the Emergency Department
  • The security canine will be well groomed before going on duty or foot patrol
  • The security canine is to remain leashed at all times while on foot patrol
  • The security handler will not leave their canine unattended while on foot patrol
  • The decision as to whether or not a canine may be touched or petted will rest with the security handler. If the security handler decides that the canine should not be petted, they will take the time to explain why. If the security handler encounters resistance, they are to activate their body worn camera
  • Security canine may respond as backup to assist with an incident involving a large group of persons
  • When in public, security handlers will keep their canine in full control and on a leash (on-duty and off-duty)
  • Performs similar or related duties as requested or directed
Qualifications:

Education:

  • High School or GED, required. 
  • 2 Year/Associate Degree in Security or Law Enforcement, preferred
    • May be substituted for 1-year of experience

Experience:

  • Minimum 4 years security officer experience in a public or private security force, or a 2-year active military service with Honorable Discharge, required
    • Associates degree in a Security or Law Enforcement related field may be substituted for 1-year of experience
  • Completion of official police or peace officer training academy, preferred
    • This training may replace some required experience/certification

License/ Certification:

  •  Must possess a valid NYS Class D driver’s license and maintain eligibility of insurability to operate the organization's vehicles, required
  • Valid NYS Pistol Permit, required
  • Valid NYS Armed Security Guard License or NYS certified Police Officer, required
  • Must have or obtain CPR/AED and First Aid certification or equivalent within 120 days from date of hire, required
  • Basic Handler K-9 Certification, required
  • Aerosol Subject Restraint (Pepper Spray) Certification, required
    • Completion of official police or peace officer academy may substitute
