JOB SUMMARY The Senior Accountant is responsible for the oversight, recording, reconciliation, budgeting , and financial tracking of municipal grants, loans, capital projects , and Special Improvement Districts . This position ensures accurate accounting, compliance with grant and loan agreements, and proper financial reporting in accordance with governmental accounting standards. The Senior Accountant works closely with project managers and external agencies to monitor funding, expenditure , and project financial performance. MAJOR DUTIES • Maintain detailed accounting records for all municipal grants, loans, and capital projects. • Track grant revenues and expenditures to ensure compliance with grant agreements, budget, and reporting requirements. • Record and monitor loan proceeds, repayments, and interest schedules. • Reconcile grant and project accounts on a regular basis and resolve discrepancies. • Responsible for tracking, recording, and reconciling capital expenditures related to construction projects. Ensure that costs are properly classified and capitalized in accordance with accounting standards and company policies. • Coordinate with project managers to track project financial activity. • Assist with the preparation of financial reports related to grants, loans, and projects for management, City Council, and external agencies. • Ensure Compliance with governmental accounting standards, grant regulations, and loan agreements. • Assist in the preparation of year -end financial statements and audit schedules related to grants and projects. • Prepare special improvement district transactions; reconcile accounts receivable and deferred revenues and prepare adjusting journal entries, if necessary, annually. • Prepare and issue SID invoices and assessments in accordance with district agreements and municipal Senior Accountant , Treasurer Page 2 policies. • Maintain schedules of SID assessments, collections, outstanding balances, and project costs. • Prepare the SEFA for Federal Funding. • Prepare and submit annual Census Reports for the Department of Audit. • Process and manage Sheridan Area Water Supply (SAWS) transactions . • Track and record Water Rights . • Manage and maintain the organizations fixed assets while ensuring compliance with accounting standards, depreciation schedules, and asset reporting requirements. • Enter journal entries as needed or requested . • Provide back -up for the Assistant Treasurer during employee leave and as needed during day -to-day operations. • File and archive records and documents according to state archive rules. • Other duties as assigned . KNOWLEDGE REQUIRED BY THE POSITION • Knowledge of Generally Accepted Accounting Principles. • Knowledge of the Municipal Fiscal Procedures Act. • Knowledge of department and city policies and procedures. • Knowledge of the principles, practices, laws, and regulations related to municipal accounting and budgeting activities. • Knowledge of the principles, practices, laws, and regulations related to municipal purchasing and accounts payable activities. • Familiarity with grant compliance and reporting requirements. • Knowledge of job -related software , including but not limited to ERP software , Excel, Word, Adobe, and PowerPoint. • Skill in the operation of computers and other standard office equipment. • Strong analytical skills, attention to detail, and problem -solving abilities. • Skill in the preparation of financial reports. SUPERVISORY CONTROLS The Assistant City Treasurer assigns work in terms of general instructions. The Assistant City Treasurer spot-checks completed work for compliance with procedures , accuracy, and the nature and propriety of the final results. GUIDELINES Guidelines include Generally Accepted Accounting Principles, Municipal Fiscal Procedures Act, the City of Sheridan Employee Handbook, Sheridan City Code, State Statutes, Wyoming State Archive regulations, and Governmental Accounting Standards Board pronouncements . These guidelines require judgment, selection, and interpretation in application. COMPLEXITY/SCOPE OF WORK • The work consists of varied management, administrative, and technical duties. The need for accuracy and f requent interruptions contribute to the complexity of the position. • • The purpose of this position is to oversee the proper accounting and maintenance of public funds. Successful performance helps ensure the sound financial operation of the city. CONTACTS • Contacts are typically with co-workers, representatives of the State Auditors Office, bank employees , and the general public. • Contacts are typically to give o r exchange information, provide services, and resolve problems. PHYSICAL DEMANDS/ WORK ENVIRONMENT • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing or stooping. • The work is t ypically performed in an office. SUPERVISORY AND MANAGEMENT RESPONSIBILITY None. MINIMUM QUALIFICATIONS • Bachelors degree in business administration, accounting, or finance or five years of accounting experience , preferably in governmental accounting. • Possession of a valid drivers license issued by the State of Wyoming for the type of vehicle or equipment operated. • Ability to be bonded.
