Position Title: Senior Administrative Analyst
Location: Los Angeles, CA 90012
Duration: Up to 6 Months (Temporary Assignment)
Work Schedule: 9/80 Hybrid Schedule (Monday & Tuesday Onsite), 7:00 AM – 4:45 PM, Every Other Friday Off
50% of driving to various MWD facilities throughout Southern California.
 

This position will focus on reaching out to client member agencies, as well as county, state, and national emergency management partner agencies to establish pre-disaster emergency response partnerships. This position will also maintain mutual aid/assistance relationships with the California Utilities Emergency Association (CUEA) and the California Water/Wastewater Response Network (Cal WARN) to ensure seamless communications before, during, and after emergencies. The position will also design emergency response exercises for Metropolitan Emergency Operations Center (EOC) and Incident Command Posts (ICPs). These exercises will include Metropolitan staff, representatives from Metropolitan member agencies, and other outside agencies. This position will also coordinate regular emergency preparedness activities for Metropolitan employees.


Responsibilities for this position include, but are not limited to:
  • Develop and maintain emergency preparedness partnerships with local, county, state, national, and utility emergency management agencies.
  • Coordinate mutual aid and emergency assistance programs to support effective disaster response and recovery operations.
  • Design, plan, facilitate, and evaluate emergency response exercises, including tabletop, functional, full-scale, Emergency Operations Center (EOC), Incident Command Post (ICP), and Disaster Emergency Evacuation Preparedness (DEEP) exercises.
  • Coordinate emergency preparedness training and outreach activities for employees and partner organizations.
  • Conduct complex research, analysis, and program evaluations; prepare reports, recommendations, and presentations for management.
  • Plan, organize, and manage projects, including scope development, scheduling, budgeting, quality control, and performance monitoring.
  • Develop scopes of work, specifications, solicitations, and contracts; participate in proposal evaluations and contract administration.
  • Analyze operational, financial, statistical, and program data to identify trends and support strategic decision-making.
  • Prepare studies, procedures, manuals, training materials, and other technical documentation.
  • Monitor regulatory and legislative developments and assess potential organizational impacts.
  • Coordinate with internal and external stakeholders to ensure effective emergency management planning and response readiness.
  • Provide leadership, technical guidance, and day-to-day coordination of assigned projects and activities.
  • Travel to various facilities throughout Southern California, averaging approximately 50% of work time.
  • Perform other related duties as assigned.
To be considered for this position, you should have: [Skills, Education, or Experience]
  • Must possess at least 3 years’ experience working in government emergency management. Working in the field of utility emergency management is preferred. The candidate should also possess a bachelor's or higher degree in Emergency Management, Public Administration, or Political Science
  • Possession as a Certified Emergency Manager (CEM) or Associated Emergency Manager (AEM) certs from the International Association of Emergency Management (IAEM) or similar certification from the California Emergency Services Association (CESA) is preferred
  • Completion of ICS-300 and ICS-400 is also desirable but not required. Candidate should have completed the following FEMA online courses as a minimum; IS-100, IS-200, IS-700, and IS-800. (FEMA courses 100, 200, and 700 are introductory online independent study courses on emergency management and incident response. They are part of the National Incident Management System (NIMS) training program managed by FEMA's Emergency Management Institute (EMI)
  • Bachelor’s degree from an accredited college or university in a related field and six years of relevant experience; or master’s degree from an accredited college or university in a related field and four years of relevant experience
  • 6 year’s experience in outreach, training, creating emergency design exercises, Tabletop function exercises. Three of those year’s experience in government emergency management
  • Valid California Class C Driver License that allows you to drive in the course of your employment.

  • Outreach / training
  • Emergency design exercise - Emergency exercises are structured, simulated activities that test, validate, and improve an organization’s ability to respond to incidents. They are designed to evaluate plans, procedures, resources, and personnel performance in a safe, controlled environment
  • DEEP - structured, scenario based drill designed to test and improve an organization’s Disaster Emergency Evacuation Preparedness (DEEP) plan by simulating real world emergencies and requiring staff to apply their emergency protocols
  • ICP - ICP exercise is a structured training activity designed to help participants practice responding to potential threats or emergencies in a controlled, realistic setting
  • EOC exercise – Emergency Operations Center simulated, hands on training activity that tests how an Emergency Operations Center (EOC) — the hub for coordinating emergency response — functions under realistic, but controlled, conditions
  • Experience in Tabletop function exercise - A tabletop exercise is a facilitated, discussion-based session where participants walk through hypothetical emergency scenarios to evaluate their organization’s response plans, roles, and decision-making processes without the need for live drills or physical deployment of resources
  • Experience with emergency exercise tabletop exercises, functional and full-scale exercises.
  • Defensive Driving training will be required for this position
