    PENDING CONTRACT AWARD

    Position Summary: T The Program Analyst provides comprehensive, daily administrative and strategic support to the TSA REMD Director, Deputy Director, and branch managers. Operating at an intermediate specialist level, this role extends far beyond standard clerical duties to include the proactive shaping of federal communications, data analysis, cross-functional project coordination, and policy documentation. This position is strictly dedicated to executing Strategic Planning and Administrative Support (Task 4.A), ensuring seamless alignment across REMD operations and DHS/TSA strategic initiatives.

    Key Responsibilities (Strategic Planning & Administrative Support - Task 4.A):

    • Executive Communications & Briefings: Develop sophisticated internal communications, talking points, and briefing materials for leadership regarding leasing, planning, and construction progress. Draft testimony, fact sheets, promotional materials, speeches, and quarterly REMD accomplishments ("placemats").
    • Mailbox & Task Management: Actively manage the REMD Tasking Mailbox. Assume ownership of assigned actions, proactively facilitate solutions, triage requests, and maintain highly organized electronic records of all deliverables.
    • Risk & Process Management: Design and maintain the REMD Risk Register by conducting expert elicitation sessions with Subject Matter Experts (SMEs). Develop, document, and update standard operating procedures (SOPs) for F&A front office functions. Identify gaps and propose new processes to increase efficiency and compliance.
    • Meeting & Event Facilitation: Coordinate logistics, agenda development, and presentation creation for quarterly REMD All Hands staff meetings (virtual, hybrid, and in-person) and daily planning sessions. Facilitate sessions to ensure consistent messaging.
    • Performance & Data Analysis: Develop draft functional performance metrics and objectives for Real Estate programs. Collect, analyze, and summarize qualitative and quantitative data to support leadership decision-making and course corrections.
    • Oversight Inquiries: Assist federal staff in gathering information and drafting formal responses to inquiries from oversight agencies, including OMB, DHS, Congress, and the GSA.

    (Operational Coordination - Task 4.B): - cross trained

    • Cross-Functional Synchronization: Coordinate collaborative activities across REMD branches, particularly concerning space buildouts, tenant renovations, personnel relocations, and real property leasing.
    • Data Aggregation & Reporting: Analyze, interpret, and integrate TSA real property and facility-related data into accessible formats (graphs, tables, databases, spreadsheets, web inputs) for field personnel.
    • Communication Planning: Develop, maintain, and regularly update a holistic communications plan for REMD to enhance the clarity and dissemination of real estate-related information.
    • Working Group Support: Prepare reports, coordinate engagement materials, and provide logistical support for DHS-mandated real property reporting requirements and REMD participation in DHS working groups.
