Job Description

General Overview

Under administrative direction of the elected official or cabinet level directors; recommends for approval new, revised or modified policies, procedures and operational protocols, as directed; administers assigned operational work areas, researches and prepares complex documentation for supervisor's approval; coordinates and directs the implementation of Economic Development policies aimed at attracting, retaining, expanding and developing businesses and government contacts; coordinates financial incentive programs; represents the elected official/director in departmental related action as directed. Performs other related duties as required.

Required Qualifications

Any combination of training or work experience which indicates possession of the skills, knowledge and abilities listed below.

Completion of a four (4) year degree or equivalent training and/or experience in a discipline required to perform the essential functions of the position including certifications, licenses as required by Federal, State and County law, regulations and guidelines plus have proven leadership and public speaking

Knowledge, Skills, and Abilities

Comprehensive knowledge of economics, management principles and practices; government structure and process; county government goals and objectives; department goals and objectives/policies and procedures*; public relations; human relations; government legal principles and practices; statistical analysis; personnel management. Ability to understand most difficult classes of concepts; use statistical and mathematical analysis; develop complex reports and position papers; communicate effectively in both written and oral form; deal with many variables and determine specific action; handle sensitive inquiries; form contacts with officials and the general public; develop good rapport with citizens, community organizations, business owners and government officials.

Job Duties

The duties listed below are intended to depict tasks performed by this classification.

  • Analyzes economic, statistical, and demographic data to identify opportunities for attracting, retaining, and expanding businesses and industries within Summit County. Meets with and assists business leaders in resolving issues and coordinating logistics, including financing options referrals, site selection, and the availability of utilities, rail, trucking, and air transportation, to facilitate business growth and relocation within the County.
  • Exercises independent judgment in planning, coordinating, and administering administrative and operational functions within the assigned agency or department. Prepares and submits regular reports on program status, progress, and outcomes.
  • Develops, drafts, and recommends new policies and revisions to existing policies for approval. Assists in implementing approved policies and procedures to ensure program compliance, operational effectiveness, and organizational efficiency, as directed by the elected official or cabinet-level director.
  • Conducts and participates in meetings with public officials, employees, employers, community stakeholders, and members of the public. Presents information on programs, policies, and initiatives; interprets applicable laws, rules, and regulations; and ensures program activities comply with County legislation and applicable state and federal laws and regulations.
  • Participates in administering federal, state and local programs and grants to further the Department of Development. Assists in writing grants to further the mission of the Department.
  • Supervises assigned staff (e.g. plans, schedules and assigns work; trains and evaluates employee work performance; interviews applicants and recommends their hire; approves leave requests according to established policy; investigates and resolves personnel and disciplinary matters as directed.)

Work Schedule: Monday - Friday, 7:30 am - 4:00 pm. Some evening and weekend work hours may be required. No hybrid schedule. On site only.
