WHO WE ARE LOOKING FOR

Public Health Services is seeking a visionary, collaborative, and results-oriented leader to serve as the Senior Administrator for Maternal and Child Health. This executive leadership position offers a unique opportunity to shape the future of maternal and child health in Montgomery County by leading innovative programs, advancing health equity, strengthening community partnerships, and driving system-wide transformation to improve outcomes for children and families. The ideal candidate is an experienced public health leader with a passion for organizational excellence, evidence-based practice, and building high-performing teams to address complex public health challenges.

What Youll Be Doing

The Senior Administrator for Maternal and Child Health serves as the Countys executive leader for maternal and child health, providing strategic direction and oversight for one of Montgomery Countys largest and most visible public health service areas. This position leads the development, integration, and continuous improvement of maternal and child health programs to improve maternal and infant health outcomes, reduce health disparities, strengthen organizational performance, and ensure equitable access to high-quality services. The Senior Administrator partners with County leadership, healthcare providers, community organizations, and state and federal agencies to advance innovative public health strategies, shape policy, secure resources, and build a coordinated maternal and child health system that meets the evolving needs of Montgomery Countys diverse communities. The core duties of this position include:

  • Provides executive leadership for Montgomery Countys Maternal and Child Health (MCH) system by developing strategic priorities, directing operations, and advancing innovative, equitable, and evidence-based programs that improve maternal and infant health outcomes.
  • Leads the strategic planning, integration, and continuous improvement of County-operated and County-funded maternal and child health programs to ensure coordinated, high-quality, and client-centered service delivery.
  • Directs organizational transformation initiatives, including implementation of integrated care models, new technologies, workflow redesign, and evidence-based practices that strengthen system performance and health outcomes.
  • Oversees the development and implementation of quality improvement, performance management, and data analytics strategies to evaluate program effectiveness, reduce health disparities, and guide strategic decision-making.
  • Provides executive oversight of personnel, financial resources, grants, contracts, and operational priorities to ensure effective stewardship of public resources and achievement of organizational goals.
  • Builds and maintains strategic partnerships with government agencies, healthcare systems, academic institutions, community organizations, and funding partners to advance maternal and child health policy, secure resources, and improve community health outcomes.
  • Represents Montgomery County on local, state, and national maternal and child health initiatives by providing expert consultation, presenting program outcomes, participating on advisory committees, and testifying before elected officials and other governing bodies.
  • Develops and sustains a high-performing organizational culture by promoting collaboration, accountability, innovation, workforce development, and continuous improvement across the Maternal and Child Health system.
  • Performs other job-related duties as assigned.

Minimum Qualifications

Experience: Seven years of progressively responsible professional leadership experience in public health, maternal and child health, healthcare administration, or a closely related field, including at least three (3) years of experience supervising managers or leading multidisciplinary teams.

Note: The term "executive" is further defined as a high echelon or high-level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession of a valid Class "C" (or equivalent) driver's license from the applicants state of residence when required for job-related duties.

Preferred experience: Candidates who have three (3) or more years of experience supervising managers or leading multidisciplinary teams are highly desirable. Candidates who have multilingual skills in Spanish to English are encouraged to apply.

  • Organizational Leadership & Change Management Experience leading organizational change, improving culture, navigating complex personnel issues, building high-performing leadership teams, and managing competing priorities.
  • Operational, Fiscal & Data Management Demonstrated success managing large budgets, grants, contracts, performance metrics, quality improvement initiatives, and using data to drive strategic and operational decisions.
  • Executive Communication & Partnership Development Ability to communicate effectively with executive leadership, elected officials, healthcare partners, community organizations, and staff while building collaborative partnerships and influencing policy.

Leave Benefits

Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year. Positions in MLS earn 35 days of paid time off each year. In addition, we offer all employees 10 paid holidays. Retirement Benefits

All permanent and term positions are eligible for robust retirement plans. Public safety positions are eligible for a defined benefit pension plan in which they are vested after only five years.
