This position is located in the Department of Veterans Affairs, Office of the Secretary. The Office of Employment Discrimination Complaint Adjudication (OEDCA) was established by Congress to ensure fairness, integrity, and trust throughout the Departments adjudicatory phase of the equal employment opportunity (EEO) complaint process.

OEDCA is a quasi-judicial independent authority whose Senior Executive Service Director reports directly to the VA Secretary or Deputy Secretary, and whose Senior Leader reports to the Director. OEDCA is charged with issuing timely, high quality, impartial final agency decisions and orders on the substantive merits of discrimination complaints filed under legally complex Federal statutes [e.g., Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act (ADA), the Rehabilitation Act, Equal Pay Act, Genetic Information Nondiscrimination Act (GINA), the Age Discrimination in Employment Act (ADEA); and the Pregnant Workers Fairness Act].

The incumbent serves as the Departments subject matter expert in the field of employment discrimination complaint adjudication. The incumbent serves as a liaison between OEDCA and internal and external stakeholders, to include executing congressionally-mandated reporting and representing the VA in connection with recurring program oversight and compliance functions led by the Equal Employment Opportunity Commission (EEOC) and Congress. The incumbent leads process and quality improvement programs, to include training and oversight.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Knowledge, Skills and Abilities Required:

Demonstrated subject matter expertise in the area of federal employment discrimination laws, to include the areas of equitable relief, pecuniary and nonpecuniary damages, and attorneys fees; experience applying the subject matter expertise in connection with leading quality and/or process improvement activities and training initiatives in federal employment discrimination complaint programs

Licensure Requirement:

An applicant MUST be a member in good standing of the bar of a State or Territory of the United States, or the District of Columbia.

Education

Applicants must possess a J.D. degree (or equivalent) AND a current active bar membership from any State, territory, Commonwealth of Puerto Rico, District of Columbia, or Federal Court.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
