Help

Area Security Officers apply broad knowledge and experience in multiple security disciplines (e.g. Personnel, Information, Physical, Industrial, Security Information Systems, Classification management) to develop, enforce, analyze and interpret security policies and procedures. Implement security policy for the protection of Special Compartmented Information (SCI). Deliver multi-discipline, integrated security support to NGA Business Units. They identify program requirements, conduct surveys, perform inspections, and complete trend analysis, and offer security advice and guidance to customers and management. They also deliver briefings, debriefings, and security education and training: pass and receive security clearances; and coordinate Sensitive Compartmented Information Facility (SCIF)/collateral accreditation/programs. In addition, these officers provide security support assistance to protect GEOINT information shared with private, community and foreign mission partners. Provide Security support to NGA International Programs.

The Office of Security (SIS) is seeking to fill a critical position in support of NGA offices located at NGA NASIC, Dayton OH. SIS has an opening for a Senior Area Security Officer (ASO) who has the proven ability to operate independently under geographically dislocated supervision and provide overall security support to parent offices and/or programs and provide support to hosting agency offices and/or programs. The ASO will demonstrate a strong knowledge and application in the disciplines of information security, physical security, personnel security, and program protection. The ASO will administer various security briefings and trainings, conduct self-inspections, perform classification reviews, draft operating procedures, and conduct indoctrinations and debriefings. Additionally, the ASO will support Controlled/Special Access Program (CAP/SAP) coordination and indoctrinations in accordance with NGA SAPCO/CAPCO to support NGA NASIC as needed. The ASO selected will work in a team environment with other IC/DoW Security Officers coordinating and prioritizing missions, and resources. The selected individual will also provide organizational representation to other government agencies, IC Mission Partners and contractor security representatives, coordinating security and requirements on NGAs behalf. The incumbent will routinely support NGA NASIC leadership to organize and actively participate on various planning and project teams, maintain project status reports, and develop and present oral and written presentations to management and others. The incumbent will also plan and accomplish work assignments, and exercise judgment in resolving problems. For routine assignments the work is performed under general supervision. The ASO will periodically visit and/or inspect other government and industrial sites associated with the NGA NASIC mission.

SPECIAL REQUIREMENTS:

You must be able to obtain and retain a Top Secret security clearance with access to SCI. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employees base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employees annual performance evaluation is a key factor in the performance pay process.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Experience establishing partnerships and working closely with customers, mission partners, and/or security personnel to achieve successful outcomes

Experience implementing security requirements in accordance with Department of Defense and Intelligence Community Directives

Experience communicating and collaborating effectively with senior personnel, peers, and subordinates

Experience performing security assessments through site surveys/investigations by identifying vulnerabilities while using risk analysis for mitigation

EDUCATION REQUIREMENT: A. Education: Bachelors degree from an accredited college or university. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience applying security concepts, principles and practices to develop, analyze, and evaluate security programs, or in a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience applying security concepts, principles and practices to develop, analyze, and evaluate security, or in a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: Must obtain DoD Security Fundamentals Professional Certification (SFPC) within 24 months.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

Demonstrated five years or more security experience in one or more security disciplines outlined in the work role description

Experience applying technical skills, process improvement, records management, program planning and/or scheduling

Experience utilizing critical thinking techniques and change management principles, while managing a security help desk/support center

Thorough knowledge of Department of Defense Manual (DoDM) 5200.01 Volumes 1-4, "DoD Information Security Program

Demonstrated experience working independently as well as within a team

Knowledge of Joint Personnel Adjudication System (JPAS), Defense Information System for Security (DISS), Scattered Castles and application of Multimedia Message Manager (M3)

Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate. (See DoD Instruction 1400.25, Volume 300). Reemployed annuitants must meet additional selection criteria as outlined in the DODI 1400.25, v300.
