The City of Richmond, Office of the City Attorney is seeking a full‑time, permanent transactional attorney to serve as a Senior Assistant City Attorney for its Operations and Development Division. The division represents the City's Department of Housing and Community Development and other City Departments, and handles real estate transactions, affordable housing and grant agreements, land use, zoning, contracts, and legislative compliance.ResponsibilitiesRepresent the City's Department of Housing and Community Development in negotiations and drafting of transactional documents, including grant agreements, purchase and sale agreements, deeds, easement agreements, development agreements, leases, letters of intent, and licenses.Review real estate title, survey, and other due‑diligence documents.Interpret laws, rules, and regulations; assist in legislation preparation.Handle real estate closings and conduct legal research as required.Work independently within a general outline of work; develop work methods and sequences under general supervision; collaborate with other attorneys and staff.Undertake additional assignments as needed.Knowledge and SkillsConsiderable knowledge of affordable housing development, grant agreements, commercial lending, and real estate transactions in a municipal law context, with familiarity of land use and zoning matters a plus.Capability to apply legal analysis to solve practical, technical, administrative, and legal issues in a transactional context.Experience with contracts and real estate, preferably including housing development and affordable housing laws.Strong communication skills with internal and external departments.Ability to manage a high‑volume workload in a fast‑paced, dynamic environment.Commitment to ethical and professional standards and teamwork.Minimum Training and ExperienceJuris Doctor degree.A minimum of 4 years of relevant experience (preferred).Licensing and CertificationsAdmission to the Virginia Bar.Licensed to practice law in Virginia.Admission to the United States Bankruptcy Court for the Eastern District of Virginia.Completion of 12 hours of continuing legal education annually.Compliance with additional requirements that may be established by the City of Richmond.An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications.EEO/AA.#J-18808-Ljbffr
