Senior Budget Analyst IV (DoD / Intelligence Programs)

Premier Enterprise Solutions is seeking a senior-level Budget Analyst IV to support high-visibility financial management operations within the Office of the Under Secretary of Defense for Intelligence & Security (OUSW(I&S)).

Location: Pentagon – Arlington, VA (On-Site)

Clearance: Active Top Secret (SCI eligibility required; SAP preferred)

Start Date: May 1 Travel: Occasional CONUS; potential OCONUS

 

Responsibilities:

  • Develop, manage, and execute OSIP budgets, including cost estimates, spend plans, forecasts, and preparation of required budget exhibits and financial documentation.
  • Serve as the primary financial liaison with OUSW(I&S) Financial Management and Analysis (FMA), tracking fund availability, commitments, obligations, and execution status.
  • Prepare and deliver financial reports, briefings, and documentation to support OUSW(I&S), OUSW(C), and Congressional reviews and inquiries.
  • Support Government leadership in requirements analysis, resource prioritization, and fund execution across a complex, highly technical program portfolio.
  • Coordinate with OUSW(I&S) directorates, OSD offices, Defense Agencies, and Military Services to integrate budget estimates, conduct assessments, and execute funding actions.
  • Interpret and apply financial policies, regulations, and guidance to support budget formulation, justification, and execution processes.
  • Maintain and reconcile financial records in coordination with Washington Headquarters Services (WHS) and the Defense Finance and Accounting Service (DFAS), identifying and resolving discrepancies.
  • Prepare weekly and quarterly financial status charts and briefing materials to support execution reviews and senior leadership decision-making.
  • Actively manage Unliquidated Obligations (ULOs), supporting Dormant Account Reviews by collecting customer status, coordinating follow‑ups, and ensuring timely closure.
  • Conduct periodic budget plan reviews to ensure continuity of operations and uninterrupted program support.
  • Research and resolve invoicing, funding, and execution issues by providing appropriate supporting financial documentation.
  • Initiate, process, and manage financial transactions within the Defense Agency Initiative (DAI) system, including MIPRs, Interagency Agreements (IAs), and purchase requisitions.
  • Support reimbursable programs, including Joint Duty Assignments and FFRDC activities, by tracking execution, managing extensions or early terminations, and coordinating with receiving agencies.
  • Provide senior‑level financial management advisory, consulting, and historical budget analysis support to OUSW(I&S) leadership.
  • Deliver all financial management support in compliance with established Government policies and procedures, effectively adapted for a remote work environment.

 

Required Qualifications

Clearance

  • Active Top-Secret clearance (SCI eligibility required)
  • SAP eligibility preferred

Education

  • Bachelor's degree in:
    • Finance
    • Accounting
    • Business Administration
    • Economics
    • Public Administration
    • Or related field

Experience

  • 10+ years of DoD or Intelligence Community financial management experience
  • Hands-on experience with:
    • MIPRs, IAs, PRs
    • DAI or equivalent financial systems
  • Proven experience:
    • Reconciling DFAS/WHS financial data
    • Resolving Unliquidated Obligations
  • Experience preparing:
    • Executive-level financial briefings
    • Congressional budget materials

Skills & Competencies

  • Advanced Excel:
    • Pivot tables
    • Financial modeling
    • Complex formulas
  • Strong PowerPoint skills for executive briefings
  • Deep understanding of:
    • DoD appropriations ("color of money")
    • Financial execution benchmarks
  • Strong communication skills
  • Ability to meet deadlines in high-tempo environments

Preferred Qualifications

  • CDFM or CGFM certification
  • Experience within:
    • OSD / Joint Staff / Defense Agencies
  • Familiarity with:
    • OUSW(I&S) or MIP/NIP structures
  • Experience with:
    • Dormant Account Reviews
    • Tri-annual reviews
  • Knowledge of:
    • DAI, CEFMS, STARS, or similar systems
