The Senior Budget Officer/Technical Specialist will serve as the dedicated financial operations lead for the North Carolina Health Information Exchange Authority (HIEA), overseeing complex financial workflows across healthcare IT programs, multiple systems, agencies, vendors, and funding streams. This role is responsible for ensuring accurate, timely, and compliant budget management, invoice processing, financial documentation, reporting, and cross-agency coordination.
Job Responsibilities
Manage the financial aspects of healthcare IT programs, including budgets, expenditures, contracts, and funding streams.
Oversee financial operations and budget management, including monitoring spending and identifying variances.
Manage the full invoice lifecycle, including tracking, documentation, validation, processing, and vendor coordination.
Maintain accurate financial documentation and data across multiple IT and financial systems.
Develop and maintain budget dashboards, financial reports, and tracking tools to provide visibility into program spending
Coordinate financial activities with NCDIT, DHB Finance, Legal, Privacy, Security, Procurement, contractors, and partner agencies.
Ensure financial and contractual submissions are accurate, complete, timely, and compliant with applicable requirements.
Analyze financial issues, identify discrepancies, and coordinate timely issue resolution.
Monitor major contracts and funding streams and provide financial status updates to leadership.
Develop, maintain, and standardize SOPs and financial processes.
Support adherence to state, federal, and contractual compliance requirements.
Provide accurate financial analysis and reporting to support leadership decision-making.
