Key Responsibilities
Lead business analysis activities for major IT development and modernization projects.
Analyze existing business processes and identify opportunities for improvement, optimization, and automation.
Conduct current-state assessments and document existing business operations and workflows.
Work closely with business stakeholders, project teams, technical teams, facility teams, and external stakeholders to understand business needs.
Elicit, document, analyze, validate, and manage business and system requirements.
Translate business needs into clear, actionable functional requirements and solution specifications.
Facilitate stakeholder meetings, requirements-gathering sessions, interviews, and workshops.
Develop and maintain business process models, workflow diagrams, requirements documentation, and related business analysis artifacts.
Identify gaps between current-state processes and desired future-state operations.
Develop recommendations and solutions that align technology implementations with business objectives.
Ensure requirements are complete, accurate, traceable, and aligned with project goals.
Collaborate with technical teams to ensure that requirements are properly understood and implemented.
Support the evaluation and implementation of solutions designed to address identified business needs.
Review proposed solutions and provide feedback regarding business functionality, usability, and process alignment.
Assist with testing activities, including development and review of test scenarios, test cases, and acceptance criteria.
Support user acceptance testing (UAT) and assist business stakeholders in validating implemented solutions.
Identify risks, issues, dependencies, and impacts associated with business processes and proposed solutions.
Work across multiple projects and business units when required based on workload, allocation, and specialization.
Promote business analysis best practices and consistent methodologies across MDH projects.
Prepare presentations, status updates, process documentation, and other project deliverables as required.
Support project managers and project teams throughout the full project lifecycle.
Perform other business analysis activities as needed to support MDH's modernization initiatives.
Required Skills and Qualifications
Strong business analysis and analytical skills.
Demonstrated experience analyzing and improving complex business processes.
Experience conducting current-state and future-state assessments.
Strong experience gathering, documenting, analyzing, and validating business and system requirements.
Experience with business process modeling and workflow documentation.
Excellent written and verbal communication skills.
Strong stakeholder management and facilitation skills.
Ability to communicate effectively with both technical and non-technical stakeholders.
Strong problem-solving and critical-thinking abilities.
Ability to work independently as well as collaboratively within cross-functional project teams.
Experience managing multiple priorities and working across multiple projects or business units.
Proficiency with relevant business analysis, documentation, diagramming, and project management software tools.
Ability to understand complex business and technology environments and translate business needs into practical technology solutions.
Preferred Experience
Experience working on large-scale IT modernization or transformation initiatives.
Experience with healthcare or public-sector systems.
Experience with case management system implementations.
Experience with Electronic Health Records (EHR) implementations.
Experience with licensing, registry, or other enterprise systems.
Experience working with complex, highly integrated technology environments.
Experience supporting government or state-agency IT projects.
Experience working with multiple stakeholder groups and organizational units.
Experience with Agile and/or traditional SDLC methodologies.
