Senior Business AnalystWe are hiring a
Senior Business Analyst to support a large, complex technology program and related cross-agency initiatives.
This is a
hybrid position in the
Boston, MA, area. Candidates must be able to reliably commute to this location.

This role supports enterprise technology activities through
business analysis, requirements management, process analysis, documentation, governance support, stakeholder communication, and operational readiness. The Senior Business Analyst will work with business leaders, technical teams, project managers, vendors, procurement teams, and other stakeholders to create shared understanding and translate business, operational, and technical needs into clear, actionable materials.
The role will support both direct project assignments and broader advisory activities. Responsibilities may include requirements documentation, process analysis, meeting support, testing support, project documentation, risk and dependency tracking, procurement and contract-related documentation, and implementation readiness.
The Senior Business Analyst will
not serve as the primary project manager unless specifically assigned. Project coordination, delivery tracking, and overall project execution remain with the appropriate program and project management teams. The Business Analyst will support these efforts through analysis, documentation, requirements management, stakeholder communication, meeting support, and follow-up.
The Senior Business Analyst will also serve as a
program SharePoint Librarian, helping ensure program documentation, governance materials, templates, standards, requirements artifacts, and reference materials are organized, version-controlled, accessible, and maintained according to established records-management practices.
Key ResponsibilitiesStakeholder Engagement, Communication & Advisory Support
Serve as a business analysis liaison among business leaders, technology leadership, project managers, technical teams, vendors, procurement teams, and operational stakeholders.
Support stakeholders seeking guidance on IT processes, templates, standards, solutions, procurements, contracts, project status, funding, staffing, and escalation points.
Translate business, operational, procurement, and technical information into clear documentation, decision materials, and communications.
Document stakeholder questions, open issues, pending decisions, action items, and follow-up requirements.
Identify unresolved decisions, ownership gaps, risks, conflicting expectations, or broader enterprise impacts and escalate appropriately.
Governance, Meeting Leadership & Executive Support
Lead or support governance, leadership, project management, workstream, and cross-functional coordination meetings.
Develop and maintain agendas, decision topics, action items, parking-lot items, and follow-up items.
Facilitate meetings that promote shared understanding, issue resolution, decision visibility, and timely follow-through.
Capture meeting minutes, decisions, risks, issues, dependencies, action items, owners, due dates, and unresolved questions.
Distribute meeting notes for review, incorporate feedback, and issue final documentation.
Prepare leadership-ready summaries, decision records, status updates, briefing materials, issue summaries, governance artifacts, and SharePoint records.
Business Analysis & Requirements Support
Conduct business needs assessments, including problem definition, objectives, current-state challenges, future-state needs, constraints, and success criteria.
Elicit, analyze, document, validate, prioritize, and maintain business, functional, reporting, data, workflow, integration, accessibility, security, procurement, and operational requirements.
Develop business analysis artifacts such as requirements documents, user stories, acceptance criteria, use cases, business rules, process flows, gap analyses, decision logs, traceability matrices, and change records.
Ensure requirements are clear, complete, testable, feasible, prioritized, reviewed with stakeholders, and traceable through solution design, procurement, implementation, testing, and operational transition.
Project Support & Cross-Functional Coordination
Provide business analysis inputs, requirements status, documentation updates, decision summaries, meeting outcomes, and stakeholder follow-up.
Maintain visibility into project activities by documenting relevant status information, open questions, risks, dependencies, and decisions.
Assist with intake and triage of business requests involving IT solutions, enterprise standards, shared services, procurement, contracts, staffing, or funding.
Align business analysis outputs, governance materials, meeting records, and documentation with project milestones, reporting requirements, approved templates, standards, and governance practices.
Provide analysis and documentation supporting leadership awareness, procurement planning, contract development, solution evaluation, and implementation readiness.
Process, Solution, Data & Procurement Analysis
Analyze current- and future-state workflows, operational processes, system interactions, data flows, reporting needs, user journeys, and handoffs across business, technical, vendor, and enterprise teams.
Partner with technical and solution architecture teams to ensure business needs inform solution options, design decisions, reuse opportunities, integration needs, and enterprise standards.
Assess existing systems, shared services, platforms, enterprise capabilities, data assets, contracts, and procurement vehicles before documenting new solution requirements.
Support data mapping, interface and reporting requirements, role-based access needs, business rules, operational support requirements, procurement scope inputs, and evaluation of proposed solutions.
Testing, Implementation & Operational Readiness
Support test planning by ensuring requirements are clear, testable, and linked to acceptance criteria.
Assist with user acceptance testing preparation, test scenarios, defect triage, issue clarification, and validation of functionality against approved requirements.
Coordinate with business users, vendors, project managers, technical teams, and operational stakeholders to confirm delivered solutions meet documented business needs.
Support implementation readiness by documenting business impacts, workflow changes, training inputs, procedures, knowledge-transfer needs, support models, handoff materials, and readiness gaps.
SharePoint, Documentation & Records Management
Serve as the program SharePoint Librarian for program documentation, governance records, meeting materials, templates, standards, requirements artifacts, and project reference materials.
Maintain accurate, organized, version-controlled, and audit-ready documentation within designated SharePoint libraries, folders, metadata structures, and approved repositories.
Maintain document naming conventions, folder structures, versioning practices, access coordination, template organization, and document-retention practices.
Coordinate with program leadership, project managers, technical teams, vendors, and cross-functional partners to properly store key documents and maintain authoritative records.
Address documentation quality, metadata, ownership, and version-control issues.
Ensure requirements, decisions, risks, dependencies, approvals, meeting outcomes, templates, standards, and key deliverables are available for leadership review, governance, and records-management purposes.
Required Qualifications
Experience as a Business Analyst, Senior Business Analyst, Systems Analyst, Product Analyst, or similar role supporting technology, healthcare, human services, public-sector, or enterprise initiatives.
Experience engaging stakeholders, supporting meetings, documenting decisions, managing action items, and communicating with business, technical, vendor, and executive audiences.
Experience eliciting, documenting, validating, prioritizing, and managing business and functional requirements.
Experience creating requirements documents, user stories, acceptance criteria, process flows, business rules, gap analyses, meeting records, and traceability documentation.
Experience supporting technology initiatives through discovery, planning, procurement support, design, testing, implementation, operational readiness, SharePoint libraries, version control, templates, or records-management processes.
Ability to work collaboratively in a matrixed environment with multiple priorities, stakeholders, projects, and cross-functional dependencies.
Proficiency with common documentation, collaboration, diagramming, requirements-management, project-tracking, and Microsoft SharePoint tools.
Preferred Qualifications
Experience supporting Medicaid, health and human services, public health, healthcare delivery, federally funded programs, or government technology initiatives.
Experience supporting IT governance, enterprise standards, procurement planning, contract development, funding requests, staffing analysis, portfolio reporting, architecture, data exchange, interoperability, accessibility, privacy, security, or procurement teams.
Experience supporting vendor-led implementations, system integrators, managed service providers, or multi-agency delivery environments.
Experience with SharePoint libraries, metadata, document versioning, permissions coordination, or records organization.
Pay $65 - $71 / hour W2 depending on experience
