Position Overview

EGS is seeking a Senior Business Analyst - Estimating to support project estimating, cost analysis, scheduling, and project controls activities for major capital projects supporting the National Nuclear Security Administration (NNSA) mission at the Savannah River Site.

This position is responsible for organizing, developing, analyzing, and maintaining estimating applications, financial analysis tools, and project controls processes that support cost and schedule management throughout the lifecycle of complex engineering and construction projects. The selected candidate will develop conceptual and detailed estimates, perform quantity take-offs, support Work Breakdown Structure (WBS) development, and provide estimating expertise to multidisciplinary project teams.

The successful candidate will possess extensive experience in engineering, construction estimating, project controls, scheduling, and cost management. This role requires strong analytical capabilities, knowledge of construction techniques and estimating methodologies, and the ability to effectively communicate estimate assumptions and recommendations to project teams and management. 

Responsibilities

Estimating & Cost Analysis

  • Develop conceptual and detailed cost estimates for engineering and construction projects with varying levels of design maturity.
  • Prepare quantity take-offs for labor, materials, equipment, and subcontracted work using engineering drawings and technical documentation.
  • Utilize conceptual and parametric estimating techniques for projects with limited scope definition.
  • Develop discipline-specific material, labor, and subcontract estimates.
  • Perform estimating analyses and prepare detailed estimate documentation to support project funding decisions.
  • Develop and maintain project-level and control account-level estimating schedules.

Project Controls & Planning

  • Support the development and validation of Work Breakdown Structures (WBS) and project coding structures.
  • Participate in development of Estimate Basis documentation (BOEs/BOS).
  • Assist in determining Project Execution Plans through coordination with Engineering, Procurement, and Construction organizations.
  • Support project controls, scheduling, and cost management activities throughout project execution.
  • Review project scope definitions to identify omissions, inconsistencies, and incomplete engineering information.

Database & Systems Management

  • Develop, maintain, and improve estimating databases utilizing field, commercial, and technical information.
  • Perform trend analysis and recommend updates to estimating databases.
  • Maintain estimating procedures, systems, manuals, and documentation.
  • Utilize automated accounting, budgeting, estimating, and cost management systems to support project execution.

Project Coordination

  • Interface with engineers, project managers, estimators, schedulers, procurement personnel, and construction organizations.
  • Review engineered equipment specifications and subcontract requirements to support estimate development.
  • Provide estimating input regarding labor resources, construction methods, equipment requirements, sequencing, durations, and project logic.
  • Support development of risk-informed schedules, project milestones, and Performance Baseline Indicators (PBIs).
  • Prepare Change Order Estimates supporting Baseline Change Proposals (BCPs).

Reporting & Communication

  • Present detailed estimate analyses and recommendations to project management and customers.
  • Provide technical explanations supporting estimate assumptions and methodologies.
  • Review work products to ensure completeness, consistency, and compliance with project requirements.
  • Support continuous improvement initiatives within estimating and project controls organizations.





Required Qualifications

Education & Experience

One of the following combinations is required:

  • Master's degree in Business, Construction Management, Engineering, Technical discipline, or related field with 2 years of practical experience.
  • Bachelor's degree in Business, Construction Management, Engineering, Technical discipline, or related field with 5 years of practical experience.
  • Associate's degree with 8 years of practical experience.
  • High School Diploma/GED with 12 years of relevant experience.

Required Skills & Experience

  • Minimum of 10 years of experience in engineering, construction, operations, estimating, scheduling, project controls, proposal development, and/or project management.
  • Minimum of 5 years demonstrating expertise in estimating or related project controls disciplines.
  • Demonstrated experience developing conceptual and detailed construction estimates.
  • Experience preparing quantity take-offs from engineering drawings and specifications.
  • Knowledge of field construction techniques, labor productivity, and equipment requirements.
  • Experience utilizing automated estimating, accounting, budgeting, and cost management systems.
  • Working knowledge of project management principles, cost control, and schedule management.
  • Ability to quantify work condition impacts on project costs.
  • Strong analytical, problem-solving, interpersonal, and communication skills.
  • Ability to review work for completeness in accordance with project specifications and scope definitions.
  • Strong computer proficiency with estimating and project controls software.

Preferred Qualifications

  • Active DOE L or Q Clearance within the past two years.
  • Previous DOE or NNSA project experience.
  • Experience supporting capital projects within highly regulated industrial or nuclear environments.
  • Experience developing Basis of Estimate (BOE), Basis of Schedule (BOS), and Work Breakdown Structure (WBS) documentation.
