Requirements
- 5 or more years of experience in enterprise business analysis supporting large-scale public-sector or healthcare technology initiatives.
- Proficiency in Microsoft SharePoint administration for managing metadata structures, document libraries, and versioning standards.
- Experience with eliciting, documenting, and prioritizing functional requirements, user stories, acceptance criteria, and traceability matrices.
- Experience in mapping current-state and future-state workflows, system interactions, and data flows using diagramming tools.
- Experience with coordinating User Acceptance Testing (UAT), defect triage, and verifying deliverables against business rules.
- Experience in supporting IT procurement lifecycles, statement-of-work reviews, and vendor solution evaluations.
- Excellent communication and executive facilitation skills to lead cross-agency governance meetings and summarize complex decisions.
Responsibilities
- Elicit, validate, and document comprehensive business, functional, and data requirements across cross-functional program initiatives.
- Model current-state and future-state workflows to identify operational bottlenecks and align system designs with enterprise standards.
- Administer the program's centralized SharePoint repository, maintaining folder hierarchies, metadata, and version-controlled libraries.
- Facilitate governance and technical meetings, recording decision logs, tracking action items, and preparing executive briefing materials.
- Support user acceptance testing preparation by developing test scenarios, clarifying functional issues, and validating software solutions.
- Provide analytical support for technology procurement planning, including statement-of-work inputs and vendor solution evaluations.
- Act as a key communication liaison among enterprise leadership, technical teams, external vendors, and operational stakeholders.
