Position Overview
Our client is seeking an experienced Senior Business Analyst to support the DMV office in Rocky Mount within a product-driven delivery environment. This role is ideal for a strategic, analytical professional who can bridge business objectives with technology solutions by driving clarity, alignment, and successful product delivery.
This is not a traditional requirements-gathering position. The ideal candidate is a proactive problem solver who excels at navigating ambiguity, analyzing complex business processes, identifying gaps, and translating business needs into well-defined features, user stories, workflows, acceptance criteria, and actionable delivery plans.
The Business Analyst will collaborate closely with Product Owners, business stakeholders, vendors, development teams, data teams, QA/testing teams, Organizational Change Management (OCM), and implementation partners to ensure solutions deliver measurable business value and meet user needs.
Important: This position requires three (3) days onsite each week at the DMV office in Rocky Mount, NC, with occasional travel to other DMV locations as needed to evaluate and analyze business processes.
Only candidates currently residing in or near the Rocky Mount, NC area will be considered due to the onsite requirement.
Required Education
- Bachelor's degree in Business, Public Administration, Information Systems, Computer Science, or a related field.
Preferred Certifications
Certifications in Business Analysis, Agile, Scrum, Product Ownership, or related disciplines are preferred but not required.
Required Skills & Experience
- 5+ years of experience as a Business Analyst, Product Analyst, or in a similar analytical role.
- 5+ years of experience gathering and documenting requirements, creating user stories, developing workflows, and defining acceptance criteria.
- 5+ years of experience performing end-to-end business analysis across processes, systems, data, workflows, and business rules.
- 5+ years of experience conducting root cause analysis, solving complex business problems, and organizing ambiguous information.
- 3+ years of experience partnering with Product Owners to refine product features and define business outcomes.
- 3+ years of experience collaborating with cross-functional teams, including Development, Data, QA/Testing, OCM, and Implementation.
- 3+ years of experience supporting testing activities, User Acceptance Testing (UAT), training readiness, and requirements traceability.
- 3+ years of experience with business process mapping and workflow design.

- Lead discovery sessions with business stakeholders and subject matter experts to understand business objectives, operational challenges, and user needs.
- Translate business requirements into clearly defined features, user stories, workflows, business rules, and acceptance criteria.
- Ensure requirements are complete, testable, and aligned with product goals and expected business outcomes.
- Identify and resolve requirement gaps and ambiguity before development and testing begin.
- Maintain accurate, up-to-date documentation, including business requirements, process flows, user stories, acceptance criteria, and user-facing documentation.
- Partner with Development, QA/Testing, Data, OCM/Training, and Implementation teams to maintain alignment throughout the project lifecycle.
- Identify cross-functional dependencies, risks, and impacts while coordinating with delivery leadership.
- Analyze complex business processes and develop structured, actionable recommendations.
- Perform end-to-end analysis across business processes, systems, workflows, and data to identify root causes and improvement opportunities.
- Support testing efforts by validating that delivered functionality meets documented business requirements.
- Coordinate and support User Acceptance Testing (UAT), including test coverage validation, business participation, and acceptance criteria verification.
- Maintain full requirements traceability from business need through solution delivery.
