Job Description:

Senior Business Development Manager - Capture

Location: Chantilly, Virginia (Onsite)

Role Overview

This role is for a Capture Manager operating within the Intelligence Community market. The individual will drive strategy, planning, and execution of high-value opportunities from identification through contract award. The successful candidate will leverage deep customer relationships, acquisition expertise, and capture leadership experience to shape opportunities, influence requirements, develop winning solutions, manage proposal efforts, and position the organization for long-term growth.

Key Responsibilities

  • Own the end-to-end capture lifecycle from opportunity shaping through contract award.
  • Develop and execute capture plans, win strategies, and pursuit strategies.
  • Build and maintain relationships with Intelligence Community stakeholders to understand their plans, objectives, and mission needs.
  • Shape opportunities pre-RFP by influencing technical and operational requirements.
  • Lead capture planning, bid strategy development, resource allocation, and pursuit execution.
  • Conduct competitive analysis, price-to-win analysis, and develop ghosting strategies.
  • Identify, structure, and negotiate teaming agreements with industry partners.
  • Lead proposal efforts, including participation in color reviews and gate reviews, to ensure alignment with a winning strategy.
  • Partner closely with Business Development, Proposal, Solutioning, and Program teams.

Required Qualifications

Experience: 5+ years of Capture Management experience supporting Intelligence Community customers, with a proven history of leading captures valued between $100M and $1B+.

Skills & Knowledge:

  • Experience developing and executing win strategies and capture plans.
  • Established Intelligence Community customer relationships and intimacy.
  • Experience leading proposal efforts through award.
  • Knowledge of specific acquisition practices, including FEDSIM.
  • Experience with Shipley methodology and managing gate reviews.
  • Strong oral, written, and presentation skills.
  • U.S. Citizenship is required.
