Senior Buyer
TechTrans International (TTI) is a global provider of language services, logistics, procurement, and program support services to U.S. Government customers.
The Senior Buyer is an expert-level, working lead role, responsible for performing and overseeing the execution of compliant procurement across the program.
Key Responsibilities
Procurement Execution & Compliance
- Review and process purchase requests from customer to ensure accuracy, completeness, and compliance with organizational standards.
- Work with customer to validate procurement requirements and establish procurement timeline.
- Source a wide range of equipment and supplies nationally and internationally, often unique in nature.
- Manage the competitive quotation process, ensuring streamlined vendor selection and cost-effective procurement.
- Create, issue, and track purchase orders ensuring order accuracy and prompt delivery of goods and services.
- Maintain procurement records: bids, award decisions, purchase orders, invoices, and other related documents.
- Use system analytics capabilities to generate procurement performance reports.
- Coordinate procurement actions with Program Management, Logistics, Finance, and Shipping and Export Control activities to ensure alignment with scope, funding, and performance requirements.
- Provide procurement guidance to internal staff and subcontractors to ensure consistent, compliant execution across the program.
Policies, Procedures & Standardization
- Maintain and update procurement policies, procedures, templates, and forms.
- Promote standardized procurement practices across task orders and geographic locations.
Qualifications Required
- Bachelor's degree in Business, Supply Chain Management, Logistics, Contracts, or a related field.
- 7-10+ years of buyer experience, sourcing unique unrepeatable goods and services worldwide.
- Experience reviewing procurement files for compliance and audit readiness.
- Strong attention to detail and ability to manage multiple priorities simultaneously.
- Effective written and verbal communication skills.
- Adaptive skills with information systems.
Preferred Qualifications
- Working knowledge of U.S. federal procurement and Government Property regulations.
