DraftsandissuesInvitationsforBid(IFBs),piggybackagreements,andrelatedsolicitation documents for commodities, services, and demolition projects. Conductpre-bidmeetingsandvendorcommunicationstoclarifyprocurementrequirements. ProcurementEvaluationand Award Analyzesbidsandquotestoidentifyresponsiveandresponsiblevendors. Preparesawardrecommendationsandsupportingdocumentationforsupervisorreview. Finalizesprocurementactionsinaccordancewithpolicythresholdsanddivisionstandards. ComplianceandSystemManagement Reviewsandapprovessmallpurchasesandcommoditypiggybacksforalldivisions. Monitorssmallpurchasereportingtoensurecompliancewithspendlimits. MaintainsaccuratebidandcontractrecordsusingtheCounty'scontractmanagementsystem (e.g., Novatus). ServesastheP-cardadministrator,ensuringadherencetousagepoliciesandreconciliation requirements. TrainingandSupport ConductsprocurementtrainingforCountystatopromoteconsistencyandcompliance. Servesasaliaisontodepartments,divisions,andvendorsforprocurement-relatedquestions and guidance. AdditionalDuties Performsotherrelateddutiesasrequiredtosupportprocurementoperationsandensure service continuity. KNOWLEDGE,ABILITIESANDSKILLS Draftsclearandcompliantbiddocumentsandsolicitationmaterials. Interpretsprocurementpolicies,procedures,andlegalrequirements. Analyzesvendorresponsesandmakesdata-informedawardrecommendations. Deliversformalandinformaltrainingtoemployeesonpurchasingprocedures. Maintainsaccuraterecordsusingprocurementsystemsanddatabases. Communicateseectivelyacrossdepartmentsandvendornetworks. Managestimeecientlyandadaptstoshiftingpriorities. Buildscollaborativerelationshipswithcolleagues,customers,andvendors. UsesMicrosoftWord,Excel,andcontractmanagementtoolstosupportpurchasingactivities. MINIMUMQUALIFICATIONS Bachelor'sdegreefromanaccreditedcollegeoruniversityinPublicAdministration,Business Administration, or a related eld At least two (2) years of experience in purchasing, procurement, or contract administration Possessionofavaliddriver'slicenseandabilitytoobtainaFloridadriver'slicenseuponemploymentSPECIALREQUIREMENTSAllemployeeswillberequiredtoworkbefore,during,orafteranemergency.Duringanemergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to t the needs of the County and its citizens.
