The Senior Capture Manager is responsible for leading the full federal capture lifecycle for strategic business opportunities, from opportunity qualification through contract award. The role develops capture strategies, manages pursuit activities, coordinates cross-functional teams, builds strategic partnerships, and improves the organization's probability of winning federal contracts across DoD and Federal Civilian markets.
Key Responsibilities
Lead and manage the complete federal capture lifecycle for strategic opportunities.
Collaborate with executive leadership to align capture activities with business growth objectives.
Develop and execute capture plans, win strategies, competitive assessments, and customer engagement plans.
Identify, evaluate, and negotiate teaming agreements with subcontractors and strategic partners.
Coordinate activities across solution architects, operations, recruiting, contracts, pricing, and proposal teams.
Support proposal development, including win themes, solution strategies, color team reviews, and executive presentations.
Conduct market research, competitive intelligence, and procurement analysis.
Track pursuit readiness, milestones, risks, and action items throughout the capture process.
Analyze acquisition strategies, procurement trends, customer priorities, and emerging technologies.
Present capture strategies and business recommendations to executive leadership.
Required Qualifications
U.S. Citizenship with the ability to obtain and maintain a security clearance.
Bachelor's degree in Business, Management, Government, Engineering, Information Technology, or a related field.
Minimum 10 years of federal capture management experience supporting DoD and/or Federal Civilian agencies.
Proven experience leading opportunities from qualification through contract award.
Experience with IDIQs, GWACs, BPAs, task orders, and complex federal procurements.
Strong knowledge of FAR, DFARS, federal acquisition processes, and proposal development.
Experience developing teaming strategies and managing partner relationships.
Strong leadership, communication, analytical, and organizational skills.
Preferred Qualifications
Experience supporting Army, Navy, Air Force, or Federal Civilian agencies.
APMP, Shipley, or similar capture/proposal certifications.
Experience supporting technical, engineering, cybersecurity, or professional services contracts.
Established relationships within DoD and Federal Civilian organizations.
